- Description
- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM prepared in accordance with information in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is RP-1248-01-00B9 and is issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS)code is 336612(boat building)with the associated size standard of less than 500 employees. This procurement is unrestricted and is being advertised as full and open competition. The contractor shall provide 2 (two) each manufacturer's standard product line for the current year. There shall be TWO identical vessels manufactured. These vessels shall be constructed from all marine aluminum materials including a center console, and an aluminum frame "T" top. The vessel shall be approximately 21 feet long by 8 feet wide beam and no less than a 7-foot chine beam. The vessel shall not be a lesser size than stated. The vessel shall be powered for a turnkey operation, and delivered to Bighorn Canyon National Recreation Area, Ft. Smith, Montana 160 days from date of award. The vessel construction shall be of marine welded aluminum materials. The elevation is 3600 feet and the vessel will be used only in fresh water with a high mineral content. Vessel water testing trials shall be at the manufacturer facility and all deficiencies shall be completed prior to delivery and acceptance. Layout drawings of the vessel will be highly beneficial during the evaluation process. Failure to submit drawings will have a direct effect on the overall final score. Hull: The hull plating thickness shall be a minimum of 3/16 bottom, .125 sides, .160 deck, and the console shall be .125. The deadrise shall be 20 degrees with an aluminum 4-inchwide flat step chine. The bow shall have a 50-degree "V" entry. The outboard bracket shall be welded to the transom that is an extension of the vessel bottom to the outboard mounting plate. This bracket shall be sealed, insulated and buoyant to support the weight of the outboard motor. The deck shall be self-bailing with non-return scuppers. The hull shall be solid aluminum sides from the chine to the top of the gunwale and then bend 90 degrees to form an 8-inch gunwale except around the console the gunwale shall be 3-inches. There shall be a stainless steel towing eye in the bow and one on each side of the outer side of the transom, port and starboard (p/s). The hull shall have a beaching guard welded to the keel. There shall be six cleats welded to the gunwale. Three shall be mounted port and three starboard. There shall be side trays with a lip on the edge that run full length inside the gunwale 6-inches above the deck on both port and starboard. The transom width shall be 20-inches and there shall be a storage area in the top centered with a hinged lid and an overboard drain. There shall be two hinged doors p/s that open onto the deck and access can be for batteries and storage. One of the doors will be used to obtain access to the battery and the other shall be used for storage. There shall be foam below deck for noise damping and damping material installed in the outboard bracket area. There shall be a 6-inch step deck in the bow area with a storage lockable locker. Fuel: There shall be one 80gallon-fuel tank installed below the deck. The top of the deck shall have a soft patch over the fuel tank. The filling area and the vent shall be enclosed in the top of the gunwale with a hinged cover fitting flush into the gunwale so that there can be no spillage overboard. The fuel tank shall have baffles included inside the tank. The fuel tank shall be pressured tested prior to installation into the vessel. Console: There shall be a 40-inch wide console for two people installed. The walkway around the console shall be a minimum of 20-inches. The console shall have a marine safety glass windshield. The windshield shall slope forward. The windshield shall be framed with aluminum. There shall be one glass side window on each side of console taking off from the front windshield. There shall be a lockable door with a shelf located in the console and access shall be from the helm area. There shall be a lockable radio box installed above the windshield. There shall be an aluminum framed "T" top that is installed from the console. The "T" top shall extend 12-inches in front of the windshield and 24-inches past the helm seat. There shall be one vertical stanchion on each rear side of the "T" top to support the top and fasten the side curtains to. The roof of the "T" top shall be made from sunbrella or equal material. Color of the material will be determined after award. The canvas sunbrella material shall be fastened to the frame with stay-put type fasteners and bungies. There shall be an aluminum arch that extends above the "T" top and this needs to be built into the top. The arch will hold a blue light, siren, antenna, two side working lights, and possible radar. The other working lights shall be mounted onto the "T" top framing. Seats: There shall be a leaning bar bolster with a fixed backrest that is upholstered with 3-inch vinyl and foam. The seat portion shall be hinged so that when the seat bottom is in the up position it serves as a back rest for the helmsman when standing. There shall be side padding for personnel to rest their arms on. There shall be an adjustable footrest, capable of being positioned for operators that are from the height 5'3'' to 6'2". Aft of the backrest there shall be a bench seat that is the same width as the console, 40-inches. This seat shall face aft and be used for passengers. This seat shall be a combination of the helms, bolster seat configuration. The seat shall have a lockable lid with storage inside and the cushion shall be of 3-inch foam with a marine vinyl covering it. The backrest for this bench seat shall be incorporated on the aft sides of the leaning bar bolster backrest. There shall be a seat in front of the console with a hinged lid and a marine vinyl; 3-inch cushion attached to the top of the lid with snaps. There shall be no backrest for this seat. The seat shall be the width of the console and have storage inside. All seats shall be of marine grade vinyl and the color shall be light gray with dark green piping. Curtains: There shall be removable/roll up marine grade curtains installed along the p/s sides and a back curtain. There shall be clear vinyl half way down for seeing and the lower portion shall be a solid vinyl. When installed the curtain shall be securely fastened down. The color shall be light gray for the solid portion. Electrical/Electronics: The government will supply a transom-mounted depth sounder and a park radio with an antenna for mounting and operation. The contractor shall furnish a Whelan or equal mini edge light with blue lens and a federal signal PA-300 control 100-watt heavy speaker. There shall be a dimmer switch mounted for the dash instruments. There shall be two marine 12-volt adapters mounted into the dash. There shall be one battery mounted with an off/on switch. The battery shall be sized to carry the electrical load as well as the starting load. There shall be the correct sized bilge pumps installed. There shall be an hour meter purchased and installed if one is not provided with the outboard engine gauge instruments. There shall be a fuel gauge mounted on the dash. There shall be four working lights installed. Two lights shall be on each of the arch and the other two shall be mounted from the "T" top framing. There shall be one remote 5-inch diameter search light installed with a 100,000-candle power spot beam or a 50,000-candle power floodlight. There shall be two docking lights mounted in the bow, one on the port and the other on the starboard side. One switch shall be mounted on the dash for both lights. Power: There shall be one 130hp four-stroke outboard motor installed on the vessel. There shall be hydraulic trim tabs mounted onto the hull with a dash-mounted indicator gauge. Paint: There shall be no bottom paint. The hull, console, seats, and "T" top structure shall be painted with a marine white paint. The inside bull works, the gunwale, dash, inside of the console, and inside the transom storage box shall be a gray Zolatone or equal with a clear coat. The deck shall be painted with a nonskid gray durabak material. There shall be lettering and a diagonal stripe per the National Park Service policy install on both sides of the hull. The words shall be 4-inches high and the wording shall read PARK RANGER. The stripe and wording shall be block style and the color shall be dark green. Trailer: There shall be one trailer for each vessel. The trailers shall be galvanized and sized for this vessel. The trailers shall a standard production model and road legal. The hand winch shall have a strap on it. The trailers shall have bunks instead of rollers. The color shall be the manufactures standard color. The hitch shall be a ball type sized for the vessel weight. Vessels shall be delivered within 160 calendar days, or less, from date of award. CLAUSES/PROVISIONS: FAR clause 52.212-1 "Instructions to Offerors-Commercial Items" is hereby included by reference. The following are addenda to FAR clause 52.212-1, paragraph (b) submission of offerors shall also include (1) commercial product literature, (2) three references for past performance from similar recent requirements, (3) drawings, including layout of boat, (4) list of key personnel, their functions and experience for this requirement, and (5) description and layout of ship building facility,(The Government reserves the right to inspect the ship building facility prior to award), and paragraph (g) Offers will only be considered from firms regularly established in the business and who, in the judgment of the Contracting Officer, are able to show evidence of their reliablity, ability, experience, equipment, facilities and key personnel directly employed or supervised by them to render prompt and satisfactory service, in the volume required for all items under this contract: FAR Clause 52.212-2-"Evaluation Commercial Items" applies to this solicitation and the following evaluation criteria(arranged in their order of importance, in descending order)shall be used to evaluate offers: (1)OVERALL BOAT DESIGN; EASE OF OPERATION, EASE OF MAINTENANCE AND PERFORMANCE. (2) PAST PERFORMANCE/EXPERIENCE FOR THIS TYPE OF VESSEL, (3) FACILITY LAYOUT AND KEY PERSONNEL, (4) CUSTOMER SERVICE AND WARRANTY, AND (5) COST. Technical and Past Performance, when combined are significantly more important than cost or price. FAR Clause 52.212-3 "Offeror Representations and Certifications-Commercial Items" is hereby included by reference. FAR Clause 52.212-4 "Contract Terms and Conditions-Commercial Items" is hereby included by reference. The following are addenda to FAR Clause 52.212-4, paragraph (a) Sea trials shall be at the manufacturer's facility and all deficiencies shall be corrected prior to delivery. Additional sea trials will take place at Bighorn Canyon NRA, Ft. Smith, Montana prior to formal acceptance. FAR Clause 52-212-5 ", paragraphs (a), (d), and (e), are hereby included by reference.
