Description
500 Gallon Attack Foam Trailer. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotation, quotes are being requested and a written request for quotation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. 2 each Attack Foam Trailers, 500 gallon capacity for use as a firefighting unit, United Plastic Fabricating Inc P/N FT500. The following specifications are for an attack foam trailer of 500 gallon capacity with various options and accessories for use as a firefighting unit. The trailer is intended to be towed by a support vehicle to the scene of a fire and/or various types of spills for the purpose of resupplying and proportioning foam to fire rescue vehicles. A one person operation shall allow for the proportioning and resupplying of foam to the operating vehicles at the scene of major accidents. Product shall be completely brand new and of the best quality materials currently used in commercial practice for emergency vehicle fabrication. Materials that deteriorate when exposed to sunlight, extreme weather or operational conditions shall not be used or shall have a means of protection against such conditions that will not prevent compliance with performance standards. Protective coatings that chip, crack or scale with age or extremes of climatic conditions or on exposure to heat or cold shall not be used. Offeror shall demonstrate the product offered for this bid is a proven type foam resupply trailer of a type that has been manufactured for, and successfully used by, other emergency services. The foam resupply trailer offered shall comply with all applicable and Motor Carrier Safety Regulations with regards to size, eight, brakes, lights, load rating and balance. Conformance must meet FVMSS#108, FMVSS#115, FMVSS#120 and FMVS#125 as stated in FCR title 49. Weight shall be distributed as equally as practical over the axles and tires of the fully loaded vehicle. Fully loaded units that are unbalanced during stand alone or while being towed will not be accepted. Tires shall equal axle weight rating. The use of proven nonmetallic materials in lieu of metal is permitted if that use contributes to reduced weight, lower cost or less maintenance and there is no degradation in performance or increase in long term operations and maintenance costs. Foam resupply trailer must be constructed with lowest possible center of gravity when fully loaded with foam concrete, tools and the appliances specified. Performance must be commensurate with smooth safe highway and moderate off highway operation. Proper weight and balance configuration is absolutely essential. The following are the specifications for one trailer. Trailer Unit: Size _ Not to exceed 200_ long, 96_ wide, 8_ high when measured from surface, shall have Axles, Tires and Wheels, Tow Hook/Brake Actuator and 3 Heavy Duty 2,000 Pound Crank Detachable Stands, Wheel Chocks, Lights, Wiring, and Work Platform. The gross vehicular weight shall not exceed 12,000 pounds. Foam Tank: Size -- 500 gallon PT II polypropylene foam tank, shall have a Clear Visual Liquid Level Gauge, Two Can Poly-Tub Fill Towers and a 2_ Pressure/Vacuum Vent shall be installed into the Foam Fill Tower. Fire Attack Equipment _ 2 each Attack Hosebeds, a Foam Monitor and Remote Proportioning Device. Compartments _ 2 each Tool/Adapter/Accessory Compartment and a Hosebed Area. Pump and Connections _ One 25 gpm Edwards Gas Powered Rotary Gear Pump Set and Pump connections and Piping. Accessories _ One each 72_ long PVC 1.5_ Suction line, One each 1.5_ Foam Fill Tube approx. 48_ long and technical manuals, parts manuals and repair manuals for all installed equipment and accessories. Warranties _ A two year warranty on the trailer and parts. A life-time warranty on the foam tank. All other equipment shall be covered by the individual manufacturer_s warranty. Actual specifications and drawings are available upon request. FAR provisions 52.212-1, 52.212-2 apply to this acquisition. Additional applicable FAR and DFARS clauses: 52.212-4, 52.212-5, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37 52.232.33, 252.247-7004 and 252.225-7001.
