Description

This is a combined solicitation/synopsis for commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a written solicitation will not be issued. The solicitation, No. 263-01-P(BA)-0056, is issued as a Invitation for Bids (IFB). The IFB/contract will include all applicable provisions and clauses in effect through FAC 97-21. The National Institutes of Health (NIH) in Bethesda, Maryland intends to acquire, by a fixed price, indefinite delivery type contract, disposable labwear. Sealed bid acquisition procedures will be used; anticipated bid opening date: March 1, 2001, 2:00 p.m., EST. Multiple awards are anticipated for this acquisition. Labwear shall meet the specifications located at the following website address: http://156.40.172.140/yvette/ . Notice of Small Business Set-aside; North American Industry Classification System (NAICS) Code: 446199; Standard Industrial Classification (SIC) Code: 5047. Small business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Small business concerns demonstrating the capability to accomplish the above shall provide pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results. Oral communications are not acceptable; no telephone requests will be accepted. Questions and answers will be posted at URL http://156.40.172.140/yvette/. You are required to monitor this site for all information relevant to this acquisition, including changes to the bid opening date and amendments. Address bid responses to the attention of Ms. Yvette Porter at the above address; faxed bids will not be accepted. Information provided must demonstrate the contractor's ability to meet the specifications described herein. Award will be made to the technically acceptable low offer. A completed copy of the provision FAR provision 52.212-1, a completed copy of the provision 52-212-3, Offeror Representatives and Certifications- Commercial Items, is required as part of the offer. The clause 52.212-4 Contract Terms and Conditions- Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition. Sources demonstrating the capability to accomplish the above shall provide pertinent information that is sufficient in detail to demonstrate their ability to perform no later than 2:00 p.m., EST, March 1, 2001. A determination by the Government not to compete this proposed contract based upon the responses to the notice is solely within the discretion of the Government. It is the intent of the NIH to establish a contract for a basic period and 2 option periods of one year each. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of FAR 6.203. NOTE: NUMBERED Note 1.
