Description

The 377th Contracting Squadron, Kirtland AFB, New Mexico, is seeking potential sources to lease software with associated telephonic technical support for one year to demonstrate the feasibility of a MFOQA (Military Flight Operations Quality Assurance) program using the C-17 aircraft. The required software must be able to perform the following: (1) Data Preprocessing _ The ability to expeditiously convert input files to the appropriate format and synchronization that will enable use with analysis and visualization tools; (2) Data Analysis -- The ability to analyze a fleet wide database populated with multiple sorties of multiple aircraft; (3) Flight Visualization _ The ability to graphically portray the aircraft, its flight path, instrumentation and navigational charts & plates; (4) Data Trending _ The ability to analyze fleet wide data to detect trends. The ability to _drill down_ from top-level statistical trends to specific flight data of specific flights; (5) Event Sets -- The ability to create and edit event set definitions; (6) Report Generation _ The ability to quickly generate predefined reports and the ability to easily author new report formats; (7) Data Retention _ The ability to initially populate the database with legacy data and update with new sorties; (8) Remote Site Access -- The ability to access the database from at least one remote site. The telephone technical support for the proposed software must be available Monday through Friday between the hours of 0800 to 1700 hours (mst). Potential offerors shall submit a Statement of Capability (SOC) that addresses: software leasing terms, telephonic support, technical literature/documentation reflecting the software capabilities listed above and at least two references for whom a same or similar product has been provided to include a POC, phone number and contract number. The Air Force Safety Center (AFSC) intends to evaluate all submitted information and determine those sources that are capable of fulfilling the agency_s requirement. AFSC will then provide sample data and request a no cost demonstration at Kirtland AFB, from those sources. These demonstrations are targeted for 26 and 27 March 2001. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Firms responding should indicate if they are a Small Business, an 8(a) qualified business or Women-owned Business.
