- Description
- The Government has a requirement for Architect-Engineer Services for Design of MATES Phase 1A project, Ft. Knox, Kentucky. Solicitation number DAHA15-01-R-0001. POC: CW4 Harold S. Harrod (502-607-1425) or Mr. Gary W. Wright (502-607-1426). 1. CONTRACT INFORMATION: A firm fixed-price contract is sought for architect/engineer services for Type A (Investigation), Type B (Design) and Type C (Construction Supervision/Inspection) for the proposed improvements at the MATES (Maneuver Area Training Equipment Site), Project # 210164 to be accomplished on the existing twenty-three acre site on the Fort Knox Military Reservation, Fort Knox, Kentucky. Type A (Investigation) services include providing an updated topological survey; revised site plan; verifying utility locations and capacity and similar fact-finding investigation; and other information not provided by the owner that is required to proceed to 100% Type B (Design). Type B (Design) will involve design of concrete paving for the existing Military Vehicle Compound and fuel dispensing area and dispensing systems utilizing information from the original design for the project. Type C (Construction Supervision/Inspection) services will require visits to the site by design architects/engineers at least twice a month and as required to provide guidance to the Resident Inspector that will be an employee or contractor under direction of the architects/engineers. Submission of 95 sets of complete bid documents is a Government option for this contract. 2. PROJECT INFORMATION: The project consists of providing concrete paving of the existing Military Vehicle Parking Compound and one entry road (approximately 83,586 square yards of surface), an above ground fuel storage tank and dispensing system complete with an overhead metal canopy and environmental requirements, improvements to storm drainage ditches and retention areas to handle water runoff, new exterior lighting in an existing compound (approximately 10,000 square yards of surface), and miscellaneous work. The government will furnish copies of the existing As-Built Drawings of the original MATES in a paper copy and Microstation CAD files. Paving areas are now gravel surfaces built to the original plans. Maintenance of the gravel has resulted in some shifts that will require surveying to verify existing contours. The current MATES facilities were occupied in 1997 and will remain in use during the period of the new construction. Environmental documents have been accomplished for this project using an Environmental Assessment for the total MATES project and a Record of Environmental Consideration for this work. The estimated construction cost is between $1 million and $5 million. The work will be accomplished for the Kentucky Army National Guard located in Frankfort,KY. 3. SELECTION CRITERIA: Prospective A-E firms will be evaluated utilizing the following selection criteria which is listed in the relative order of importance as follows: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized Experience and Technical Competence in design of similar projects; (3) Availability of Key Personnel; (4) Ability to Accomplish Required Projects; (5) Location/Accessibility in the general area of the project (Main Office or Services); (6) Volume of DOD work. This announcement is open to all businesses regardless of size. All interested firms must submit a current Standard Form 254, Architect-Engineer and related services questionnaire and Standard Form 255, Architect-Engineer and Related Services questionnaire for specific projects. Firms wishing to be considered must submit their SF 254 and SF 255 to USPFO for Kentucky, ATTN: Purchasing and Contracting, Room 117, Boone National Guard Center, Building 120, 120 Minuteman Parkway, Frankfort, KY 40601-6192. Responses are due NLT 4:30 PM local time, 30 days after publication of this announcement. Should the 30th day be a Saturday, Sunday or Federal Holiday, the deadline is 4:30 PM local time the next business day. This is not a Request for Proposal.
