Description
The Installation Business Office-Contracting (IBO-C), Fort Bragg, North Carolina, intends to issue a DRAFT Performance Work Statement (PWS) on 15 February 2001. The Draft PWS is for the Operations and Maintenance of the Public Works Business Center at Fort Bragg, North Carolina and is part of an OMB Circular A-76 Commercial Activities Study. This announcement is NOT a Request for Proposals (RFP). The actual RFP will be synopsized and issued when all applicable solicitation documents are finalized and available for release. The purpose of the Draft PWS is to obtain comments from interested parties to gain insight to industry best practices as to the PWS language and to clarify PWS content, if necessary. The Technical Exhibits (TE) and the Contract Data Requirements Lists (CDRL) cited in the Draft PWS are still in the development stage and are not available for release with the Draft PWS. The Draft PWS requirements include the following range of functions which are subject to change based on mission requirements: Work Reception and Management, Supply Support Programs, Carpentry, plaster and Drywall, Roofing, Packing and Crating, Locksmith, Masonry, Painting Signage, Electrical, Heating, Ventilation and Air Conditioning (HVAC), Sheet Metal and Welding, Plumbing and Pipefitting, Swimming Pools, Ground water Redemption Wells, Central Vehicle Wash Facility (CVWF), Fuel Dispensing Equipment, Vehicle and Equipment Maintenance, Pest Control Management, Grounds Maintenance, Surfaced and Unsurfaced Areas, Railroads, Refuse Collection and Disposal, Alarm Systems, Environmental, engineering, master Planning and real Property Management, Project Work, Housing/Billeting, Water Treatment and Distribution, Systems, Wastewater Collection, Natural Gas Distribution Systems, Snow Removal Operations, and Wash Racks. The anticipated performance period includes a 60-day Phase-In Period followed by a one-year base period and four one-year option periods. The NAIC Code is 561210 (SIC 8744). You must meet the size standard of 20 million dollars for the North American Industry Classification System Code 561210. The Government intends to solicit the requirement as unrestricted and anticipates a Cost-Plus Award Fee type contract. The Draft PWS will be available for download on 15 February 2001. Interested parties may submit responses via email to westg@bragg.army.mil or mail responses to Headquarters, XVIII Airborne & Fort Bragg, Installation Business Office-Contracting (ATTN: DAKF40-01-R-0015 PWBC) Post Office Drawer 70120, Fort Bragg, North Carolina 28307-0120. Please submit responses by close of business on 16 March 2001. The IBO-C welcomes industry comments and suggestions pertaining to the content of the Draft PWS and will use responses to improve the PWS. IBO-C will not issue paper copies of the Draft PWS. The Government will review and consider all comments received; however, IBO-C will not provide responses to the comments received. The Government will revise the PWS as a result of any pertinent comments.
