- Description
- The National Park Service, Boston Support Office, 15 State Street, Boston, Massachusetts is seeking a firm to provide various financial and operational analysis services preparatory to issuing prospectuses for concessions contracts. National Park Service contracts are authorized under Title 4 of 16 USC 5901. Concession operations throughout the National Park System are subject to the provisions of the above legislation and are further subject to NPS regulations. The function of the consultant shall be to assist the NPS in the feasibility studies, the preparation of prospectuses and the evaluation of offers. The consultant shall provide independent analyses of business opportunities that arise from park planning as well as existing concessions that may be reconsidered for another term under changed conditions. The consultant shall be required to participate in meetings to become familiar with the projects. Draft prospectus, current concession contracts, feasibility studies, planning documents concessionaire annual financial reports and reference material is also available. Minimum Scope of service shall at a minimum, include the determination of economic feasibility; alternative proposals where appropriate; Conclusions and recommendations on the means for increasing returns to the Government; Opportunity for profit afforded to the concessionaire; Changes in service delivery which may increase return to both the Government and the concessionaire; Appropriate length of contracts; Phasing of improvement contract. The National Park Service anticipates awarding an Indefinite Quantity-Indefinite Delivery task-order-based contract with a base term plus 4 option years. Proposals will be evaluated based upon criteria set forth in the Request for Proposals (RFP). The following evaluation criteria, in descending order of importance, are as follows (a) Experience in economic analysis and or management in the hospitality industry (b) Professional experience of principal and other analysts (c) Knowledge of the National Park Service and the NPS concessions programs (d) Past Performance (e) Cost Proposal. All services shall be provided under an indefinite quantity contract. The total of all work orders per year will not exceed $250,000 and each work order will not exceed $100,000. The Consultanting firm is guaranteed a minimum amount of $10,000 during the life of the contract. The term of the contract will be for a base year with four one-year options. This Solicitation is 100 % Set-Aside for Small Business Firms. The NAICS code is 541611 and the corresponding SIC code is 8742 Management Consulting Services. Interested firms should submit a written request for RFP N4521010141 to the Contracting Officer, National Park Service, 15 State Street, Boston, Massachusetts 02109-3572. No telephone or facsimile requests will be accepted. The Request for Proposal will be issued approximately March 10 2001 and proposals are due April 10, 2001. Requests must be in writing and received at the address stated above.
