Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Request Number is AMSTAT-RN-0-1901. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46, dated 17 Mar 97. The associated standard industrial classification code is 7379, with a size standard of $18.0 million. The requirement is for software and maintenance in support of multiple graphics pipe computer systems. Visualization and digital mockup capabilities, through 64-bit implementation, are required. Additionally, the ability to create, vizualize, and analyze large heterogeneous digital mockups is required, while allowing real-time multi-participant collaboration and stereo viewing. A complete set of digital motion and functional simulation design for process planning, assembly/disassembly studies, and training sequence authoring is necessary, in addition to interfacing with 3D and immersive peripheral devises for enhanced interaction. One year of maintenance is to be included. No options will be included. Services are for TACOM/AMSTA-TR-N, Warren, MI and is an integral package for 3D models which have already been developed and tested. FOB Destination will apply. Provision at FAR 52.212-1, Instructions to Offerors -Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: i)technical capability of the service offered to meet the Government requirement and ii)price. Offerors are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certifications -Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions -Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items, applies to this acquisition. This acquisition is rated DO4. The US Army Tank Automotive and Armaments Command intends to negotiate solely with Parametric Technology Corporation, 4500 Rockside Road, Suite 360, Independence, Ohio 44131. See numbered Note 22.
