Description

Scope of Services: Surveying services at the Portsmouth Naval Shipyard, Kittery, ME for an indefinite quantity contract. There will be no dollar limit per project. The total fee that may be paid under this contract (including one option year) will not exceed $100,000. The duration of this contract will be for one year from the date of the initial contract award with an option for one additional one-year period which may be exercised at the discretion of the Government subject to workload and/or satisfaction of performance under the subject contract. Initial Project: Provide professional surveying services for the establishment of a network of vertical and horizontal control survey points at the Portsmouth Naval Shipyard. Network will consist of approximately twenty (20) horizontal and twenty (20) vertical control points distributed throughout the Shipyard and tied into existing National Oceanic and Atmospheric Administration (NOAA) disks. Provide a Shipyard survey control map showing control point locations, with appropriate location ties, and a table showing Maine state coordinates, geodetic coordinates, and elevations based upon Shipyard elevation datum. Final Submission package will include one compact disk with report in Microsoft Word, and drawings in AutoCAD. This initial project will be the guaranteed minimum for this contract. Other similar surveying services may be added to the contract for a period of one year from the date of award. Significant Evaluation Factors (in order of importance): (a) qualifications and recent experience of people with respect to the establishment of vertical and horizontal control networks, (b) location of the firm in the general geographical area of the project and knowledge of the locality, (c) past performance with respect to quality of work and compliance with performance schedules and cost constraints, (d) past experience, if any, with respect to performance on Department of Defense contracts, (e) present workload and ability to accomplish work within the required time frame, (f) extent of participation of small businesses, including small disadvantaged businesses, historically black colleges and universities, and minority institutions on the proposed contract team as measured as a percentage of the estimated effort, and (h) volume of work awarded by the Department of Defense within the last 12 months. Contract No.: N62472-01-D-5139 (number must be cited on SF255). Type of Contract: Firm Fixed Price. Estimated Start Date: October 2001. Estimated Completion Date: October 2002. Firms which meet the requirements described in this announcement are invited to submit complete, updated SF254 and SF255 forms. All information relating to the firm's qualifications must be contain in the Standard Forms. Inclusions by reference to other material are not acceptable. An SF254 is also required for each subconsultant firm who will be providing services for this contract. One copy of each form must reach Code 912VC by 3:00 PM on 16 March 2001. Facsimile copies will not be accepted. No material will be returned. Clearly show qualifications, relative experience, and office location of the Project Manager and key individuals who will be assigned to this contract, including those who will be providing any support services. If the Government Board cannot clearly identify the key individuals who will be assigned to this contract, the firm will not be short listed. Specifically address each significant evaluation factor listed above. Solicitation packages are not provided for surveying contracts. THIS IS A 100% SMALL BUSINESS SET-ASIDE. THE NAICS CODE IS 541370. The firm should indicate in Block 10 of the SF255 that it is a small business concern as defined in the FAR. This is not a request for proposal. See Notes 1 and 24.
