- Description
- NOTICE OF INTENT. The US Army Intelligence and Security Command intends to issue a sole source contract (base year plus four option years) to the Georgia Tech Research Corporation (GTRI) Georgia Institute of Technology, Atlanta Ga. The sole source authority is 10 U.S.C. 2304(c)(1) "only one responsible source and no other supplies or services will satisfy agency requirements". The purpose of the contract is for technical support to the National Ground Intelligence Center, Charlottesville, Virginia in the specific area of radio-frequency signature simulation by means of computational electromagnetics. This will be accomplished through upgrades to the unique government-owned software code called TRACK/GTS (initially developed by GTRC). The special-purpose modeling package provides an RF signature prediction capability based on algorithms describing RF scattering from a library of basic geometric shapes. The contractor shall be supporting specific technical projects that will require vigorous technology research and further development of RF signature simulation theory, application, software, and validation techniques. Some of the research areas which will result in TRACK code updates include, but are not limited to: Development of an interface between a graphics package and the current TRACK code, including implementation of ACAD B-splines (and other IGES surface modeling defintions) into TRACK/GTS; Investigation and development of a hybrid procedures for electromagnetic scattering that has the accuracy of numerical methods (moment method) and the computational efficiency usually associated with asymptotic methods (physical optics, geometric theory of diffraction) but without the fundamental limitations of either; Development Development of a basic scatterer primitive test suite for bistatic RCS predictions to validate the first level of bistatic predictions for flat plates, cone frustra, multihedrons, top hats, and ellipsoids; Addition of a transparency factor for scatterers that are currently considered to be either completely transparent or completely opaque. Application would be primarily for radomes and windows to determine what portion of the incident electromagnetic energy is reflected by the scatterer and what portion is passed through to scatterers behind; Development of a first-order technique to account for backscatter from cavities such as engine inlets and exhaust ducts; Development of a utility to automatically break up a large target primitive into smaller primitives for generating high-resolution output; Development of RF scattering algorithms for a generic toroid primitive; Development of improved shadowing algorithms for curved boundaries; Development of scattering algorithms for multiple interactions among non-planar modeling primitives; Improved scattering algorithms for diffraction from curved and straight edges. Security Clearance Requirements: the contractor is required to have a SECRET facility clearance, be certified to store SECRET material, and have personnel working on the project cleared to the SECRET level. This notice is not a request for proposals. Interested parties may identify their interest by submitting fully descriptive capability statements no later than 15 days from the date of publication of this synopsis. The capability statements shall include specific and detailed technical documentation to support capability claims within 15 days of publication of this notice (the SOL DUE DATE shown at the start of this announcement is 8 March 01 which is the date capability statements are required). Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
