REQUEST FOR QUALIFICATION/DESCRIPTION OF PROJECT AND SCOPE/CONTRACT CHARACTERISTICS AND SOURCE SELECTION PROCESS/STEP ONE PROPOSAL SUBMITTAL INSTRUCTIONS/EVALUATION PROCESS/TECHNICAL PROPOSAL/EVALUATION OF TECHNICAL PROPOSALSCLAUSES AND OTHER REQUIRED INFORMATION/PRE-PROPOSAL CONFERENCE INFORMATION/EVALUATION CRITERIA/PROPOSAL DUE DATE 12 MAR 01: 1. DESCRIPTION OF PROJECT AND SCOPE 1.1 OVERVIEW: The U. S. Army Corps of Engineers, Baltimore District may award up to six firm-fixed price construction contracts, with an award fee, via a two-step sealed bidding acquisition method. for this project. The first step is to issue a Request for Qualifications. The proposals will be evaluated to determine acceptability of the offeror's qualifications for the construction and/or renovation of Barnard Elementary School, Miner Elementary School, and Randle Highland Elementary School, District of Columbia Public Schools, Washington, DC. The second step is to issue Invitations for Bids (IFB) to all contractors determined to be technically acceptable under Step One. This solicitation is for the qualifications phase of the acquisition. If the design(s) for the schools are not totally complete at the end of Step One, the work for each school may be split into two separate bid packages. One for site work, foundations, and erection of structural steel, and one for construction of new building envelop, finishing out all interior spaces, installing all utility systems and HVAC systems. An offeror who is the lowest bidder on more than one project may be reviewed to determine their capacity and ability to perform multiple projects. All projects will be on accelerated schedules requiring the work to be accomplished on a greater than normal work hours basis. Each school must be completed in approximately 330 days or less dependent on the date of receipt of the Notice to Proceed. The work will be accomplished while the existing school remains occupied. Conclusion. This acquisition presents the construction community with an opportunity to participate in successful renovation and new construction to the schools in the nation's capitol that are in dire need of upgrading. 1.2 Project Description: Step one consists of this Request for Qualifications, designed to select qualified offerors who will participate in step two. Under step two, a solicitation, plans, and specifications will be provided. BARNARD Elementary School: Project consists of construction of a new 72,500 square foot multi-story elementary school. The new facility will have a capacity for 520 students and will consist of 25 academic classrooms. Administrative support space, cafeteria, multi-use facility, music/art rooms, extensive information technology, self contained HVAC system and site improvements landscaping, facility/visitor parking, and bus pick up and drop off areas) for 3.44 acre site. The new school is a steel frame structure, with masonry exterior walls. The exterior will be mainly brick veneer and glass, with areas of pre-cast concrete, metal panels, and other materials for aesthetics. MINER Elementary School: Project consists of construction of a new 76,800 square foot multi-story elementary school. The new facility will have a capacity for 560 students and will consist of 27 academic classrooms. Administrative supports space, cafeteria, multi-use facility, music/art rooms, extensive information technology, and self-contained HVAC system and site improvements (landscaping, facility/visitor parking, and bus pick up and drop off areas) for 6.0-acre site. The new school is to be a steel frame structure, with masonry exterior walls. The exterior will be mainly brick veneer and glass, with areas of pre-cast concrete, metal panels, and other materials for aesthetics. RANDLE HIGHLANDS Elementary School: Project consists of construction of a new 69,800 square foot multi-story elementary school. The new facility will have a capacity for 520 students and will consist of. 25 academic classrooms, administrative support space, cafeteria, multi-use facility, music/art rooms, extensive information technology, self contained HVAC system and site improvements (landscaping, facility/visitor parking, and bus pick up and drop off areas) for 4.0 acre site. The new school is expected to be a steel frame structure, with masonry exterior walls. The exterior will be mainly brick veneer and glass, with areas of pre-cast concrete, metal panels, and other materials for aesthetics. 1.3 Identification of the Project Office. The Department of the Army, U.S. Army Corps of Engineers, Baltimore District is the project office for this effort. The construction services described here are being procured using full and open competition. CONTRACT CHARACTERISTICS AND SOURCE SELECTION PROCESS 2.1 Overview of the Source Selection Process. This acquisition is the first step in the Two-Step Sealed Bidding process. Specifications are not currently available to issue conventional Request for Proposals, which yields both technical and cost submissions. This source selection will result in pre-approved general construction contractors. All acceptable contractors will advance to step two and receive an Invitation for Bid (IFB) for each construction package. The second phase of this acquisition process will be to post the successful pre-approved contractors names in the Commerce Business Daily for the benefit of prospective subcontractors, issue IFBs, and award contracts to the lowest priced responsive and responsible bidders. 2.2 Acquisition Milestones. STEP ONE -- REQUEST FOR QUALIFICATIONS (RFQ) -PROPOSAL SUBMITTAL INSTRUCTIONS 3.1 In response to the solicitation, the offerors are required to submit technical proposals in accordance with the instructions herein. It is the intent of the solicitation to seek proposals from qualified offerors as a part of the two-step sealed bidding process. Only those offerors submitting technically acceptable proposals in step one shall be issued Invitations for Bids under step two and be considered for award. The offeror must score "acceptable" on all evaluation factors to be rated technically acceptable. Offerors will submit one technical proposal, which will be considered for all three schools. Proposals will be evaluated on their own merit based upon the technical factors listed herein. The successful offeror will be selected based on having submitted a technically acceptable proposal, and the lowest bid price under an IFB. Each bid in step two shall be based on the offeror's own technical proposal. Award will be made to the technically qualified, lowest priced bidder. 3.2 SOURCE SELECTION: This source selection will result in awards being made to the technically acceptable offeror, with the lowest price on each school or solicitation. If an individual offeror submits the lowest price for two or three projects, an award may be made for one, two, or three projects, based on the financial capabilities of the offeror. The Source Selection Authority may determine that the technically acceptable offeror with the lowest price is incapable of administering two or three projects simultaneously. The Source Selection Authority, using sound business judgement, will base the source selection decision on the proposals submitted in response to this solicitation in accordance with the evaluation factors established for this solicitation. 3.3 ADVERTISEMENT The official announcement of the project was placed in the Commerce Business Daily on 3 January 2001. 3.4 Pre-Proposal Conference A pre-proposal conference will be held on 28 February 2000 at 10:00AM. The conference will be held at the Penn Center 1709 3rd Street NE, 3rd Floor, Washington, DC 20002. 3.5 Pre-Submission Inquires Submit inquiries, questions or comments electronically to the Government's POC is Section 1. All request for information or clarification must be submitted by 2 March 2001. Questions and answers will be posted on the Corps of Engineers Web site (http://www.nab.usace.army.mil). no hard copies will be issued. 3.6 Date, Time & Place of Submission Qualifications must be received at Department of the Army, Baltimore District, Corps of Engineer, 10 S. Howard Street, Room 7000 Baltimore, MD 21201-1715. Proposals are due Close of business (4:00PM) local time. 3.7 Submission Format Proposals shall conform to the instruction in this section; significant deviation may result in the possible exclusion of such proposals from further consideration. Written Submission. Each offeror is required to submit an Original Technical Proposal and Five Duplicate Proposals. The Technical Proposal shall be submitted in a sealed envelope(s) with the following markings: It should be clearly marked "Technical Plan, RFP DACW31-01-R-0011". This envelope shall be plainly marked in the lower left-hand corner as follows: Date of Opening: _____________________ Time of Opening: _____________________ Proposal for Solicitation No. DACA31-01-R-0011 1.5 Page limits: The following page limits shall apply, which do not include title sheets, indices, tables of content, schedules, or cover sheets: Technical Proposal: 100 pages, maximum A page printed on both sides will be counted as two pages. Pages containing text shall be submitted on 8-1/2 x 11-inch paper. Each page shall be minimally single spaced with a minimum 12 point font and one inch margins all around. Drawings or other graphics shall be reduced only to the extent legibility is not lost. 3.8 Electronic Submission ELECTRONIC SUBMISSIONS ARE NOT ACCEPTABLE 4. EVALUATION PROCESS 4.1 The evaluation of proposals shall be conducted in accordance with FAR Subpart 14.5, Two-Step Sealed Bidding. Offerors submitting proposals for this project should limit submissions to data essential for evaluation of proposals. An offeror will be considered technically acceptable if its proposal is sufficiently detailed to demonstrate through the requested information that they meet the minimum qualification requirements for experience relating to the firm and the proposed personnel. It is also necessary for the offeror to submit the minimum requested schedule information to be considered acceptable. If it is determined that an offeror has less than an acceptable or satisfactory performance rating, that offeror will not be considered as an acceptable pre-qualified source under this two-step acquisition procedure. 4.2 Proposal Compliance Review: This review will assure that all required forms and certifications are complete and that the technical proposals are complete. 4.3 The Government reserves the right to reject any or all proposals at any time prior to award. 4.4 Offerors are advised that it is the intent of the Government that selections of technically acceptable offerors will be made without discussions. However, the Government reserves the right to hold discussions if necessary. Therefore, technical submittals should be on the most favorable terms which the offeror can submit to the Government. Do not assume you will be contacted or afforded an opportunity to clarify, discuss, or revise your proposal. 4.5 Offerors submitting proposals for this project should limit submissions to data essential for evaluation of proposals. However, in order to be effectively and equitable evaluated, the proposals must include information sufficiently detailed to clearly describe the offeror's experience, technical approach and management capabilities to successfully complete the project. 4.6 The Technical Qualifications Proposals will be reviewed and evaluated by a Technical Evaluation Committee (TEC) established by the Source Selection Authority (SSA). Evaluation will be based solely on the evaluation factors identified below. Requirements stated in this Request for Qualifications are minimums, unless otherwise stated. Technical proposals will be evaluated based upon the following factors: Technical Requirements: A. General Contractor Relevant Experience B. General Contractor Past Performance C. Project Management Plan 5. Technical Proposal Technical proposals will be evaluated based upon the factors identified below. All evaluation criteria will be rated acceptable or unacceptable. 5.1 General Contractor Relevant Experience: The offeror must have satisfactorily completed a minimum of four projects that are similar in nature, size, and complexity, and that were completed within the last five years. To be considered similar in nature, the construction value of the projects must be $9,000,000 or larger, and consist of new building construction. Provide the following information to demonstrate experience for each submitted project: (1) The location of the project; (2) The name of the project; (3) The dollar size of the project; (4) A point of contact or reference of the project. The point of reference may be an authorized representative of the owner or the person responsible for contracting; (5) The date of completion; (6) Relevance to this project 5.2 General Contractor Past Performance: Provide the performance ratings for the projects named above. At a minimum, these projects shall have been "satisfactorily" completed as indicated in the submitted performance evaluations. Documentation by way of correspondence from previous project owners will suffice, if a formal performance rating forms are not available. The Government may contact the individuals identified by the offeror to confirm performance capabilities. The Government will use other information that is readily available to determine an offeror's past performance, such as CCASS ratings whether they are for projects named or not. 5.3 Project Management Plan: The offeror shall submit a Project Management Plan. The Plan shall address project, subcontractor, submittals, cost and schedule management. The plan shall also address assistance to the field office by the home office as needed. 6.0 EVALUATION OF TECHNICAL PROPOSALS 6.1 General Contractor Relevant Experience: The offeror will meet this criteria by submitting the information listed in paragraph 5.1 for a minimum of four projects that are similar in size and nature and completed within the last five years. 6.2 General Contractor Past Performance: The offeror will meet this criteria by demonstrating that it has satisfactorily completed the projects named in paragraph 5.1. The Government considers the submission of acceptable information stated above in paragraph 5.2 and no overall unsatisfactory or marginal CCASS ratings on other projects as meeting the minimum qualifications for this criteria. 6.3 Project Management Plan: The offeror will meet this criteria by submitting a Plan that addresses the features of the project to include subcontractor, submittal, cost and schedule management. The Government considers the submittal of a detailed Plan that incorporates these elements as meeting the minimum requirements for these criteria. 7.
