Description

The U.S. Department of Commerce, NOAA intends to contract for components and assembly of tower rescue kits for the National Weather Service (NWS), National Logistics Support Center (NLSC), in Kansas City, Missouri. The contractor will assemble tower rescue kits based on a specific list of equipment which will be included with the Solicitation. The tower kits shall (a) meet applicable American Standard Institute (ANSI) and Canadian Standard Association (CSA) standards; (b) Meet applicable OSHA Regulation; (c) Be compatible with NWS Fall Arrest Systems; (d) Have the same components as rescue kits currently used in the NWS fall protection training; (e) Have directions for complete system use, not just component use; and (f) Be assembled turn-key ready for immediate use. There are two kits to be assembled. One is to rescue climbers who have fallen and are suspended on towers less than 100 feet in elevation, the other is to rescue climbers who have fallen and are on towers equal to or greater than 100 feet in elevation. The components that shall be assembled into the tower rescue kits include but are not limited to: Rescue Pulley, DBI/Sala 8902006 Miller Series 70 or equivalent; Rescue Carabiner, Elk River 17126 or equivalent; Anchor Straps, DBI/Sala 1002000 and 1201390 or equivalent; Rescue Belt, CMC Rescue 770115 Heavy duty Cordura or equivalent, CMC Rescue 294013 Protected blade w/replacement blades or equivalent, CMC Rescue 720532 Fin Point Utility Scissors or equivalent, CRE DBLT1 MD or equivalent, REI 4mm Accessory Cord or equivalent; Rescuer Hard-hat, Petzl A06 or equivalent; Locking carabiners, Petzl M 18; Descent Control Device, Petzl D20; Rescued Person Pick-off Strap, CMC Rescue 201106 or equivalent; Pick-off Pulley System, Gravitec RES002; Rescuer Hard-hat, Petzl A06 or equivalent; Rescue Rope, Pigeon Mountain Industries RR1 1 OWBOO1 M (200lf); Rescue Kit Bag, Pigeon Mountain Industries or equivalent. Contractors must provide the exact equipment specified unless otherwise stated. All items shall be individually packaged and labeled in accordance with NLSC packaging and marking procedures which will be included in the solicitation package. A fixed-price, requirements type contract for a 12 month base period and four -- 12 month options is anticipated. Interested parties are encouraged to respond to this announcement within 15 days of its publication. A solicitation will be issued on or about March 6, 2001.
