Description

Background "Arnold Engineering Development Center's (AEDC's) is soliciting proposals to replace PWT (Propulsion Wind Tunnel) Main Drive's (MD's) two existing large AC wound rotor induction motors and their associated liquid rheostats with two new synchronous motors with adjustable frequency electronic drive systems. The new motors will operate directly from the 60-Hz line after the drive train is bought up to fullspeed. The new motors will also operate from the new adjustable speed drives for starting and running below fullspeed. These new synchronous motors will be rated 60,000-Hp, with a 1.15 service factor, continuous duty, and must fit on the existing foundations. The replacement effort must be completed without major interference with ongoing test operations. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
