Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedures (SAP) as a Brand Name or Equal in accordance with the Federal Acquisition Regulation (FAR) 52.211-6. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-22 (10 Jan 2001) and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, current to DCN 20001213. It is anticipated that payment will be made by Government VISA Credit Card. The quote shall consist of programs developed to support the Range Digital Transmission System (RDTS) at The United States Army Yuma Proving Grounds (USAYPG). The programs shall be of such dynamics that it interacts with databases that support RDTS. RDTS requirements for the software package shall incorporate a variety of inputs such as: Multiple Auto Cad drawings, Digital Photographs, Excel Spreadsheets, GIS maps and Microsoft Access data base files. All of these elements must be able to be displayed in a map format showing cable routes with point and click capabilities to expand to the associated drawings, photos, and database files. The software must also be capable of allowing viewing of all of the associated elements (drawing, photos, spreadsheets etc.) without changing the information by operational personnel for maintenance and informational purposes. Market research has shown the following software and quantities meet the need: OSP Insight Pro 5.0 Software, 4 each; OSP Insight View 2.11 Software, 11 each; Map Info Professional 6.0 Software, 4 each; Map Info Sure Maps Raster (DR) Software; Map Info Street Pro with Display, 1 each. The brand name or equal in accordance with the requirements is a MUST. Along with the software the company must also provide the following: 5 days Training at customer site, Trainer Expenses for one, Upgrade Maintenance Package with Tech Support warranty for 2 years. All quotes shall be clearly marked with the Purchase Order number W81R8T03412000 and e-mailed to Taz.Versteeg@yuma-exch1.army.mil no later than 2:00 Mountain Standard Time (MST), 28 February 2001. Offers that fail to furnish required representations or information as required by 52.212-1 cited below, or reject the terms and conditions of this solicitation may be excluded from consideration. The Government intends to award a contract to the responsible bidder whose bid conforming to the solicitation will be the most advantageous to the Government based on technical acceptability and price. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 "Instruction to Offerors Commercial Items" (Oct 2000). Note: In order to complete the Representation and Certifications for the following referenced provisions you must go to the Air Force Web Site at http://farsite.hill.af.mil/VFFAR1.HTM, locate the referenced clause, copy and paste it to a Word document and complete. FAR provision 52.212-3, "Offeror Representations and Certifications Commercial Items" (Jan 2001) and DFARS 252.212-7000 "Offerors Representations and Certifications -- Commercial Items" (Nov 1995) apply to this acquisition. FAR clause 52.212-4, "Contract Terms and Conditions Commercial Items" (May 1999) applies to this acquisition, and specifically addendum 52.247-34, "F.o.b. Destination" (Nov 1991).
