Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used. This acquisition will occur via a Firm Fixed-Price contract. Refurbished equipment is acceptable, provided that it is warranted as new (90-day vendor warranty and eligibility for maintenance by the manufacturer). Equipment shall include all cables and terminators. All items shall be delivered and accepted FOB-Destination to the Receiving Officer, Bldg. 125, Naval Surface Warfare Center, Dahlgren, Virginia 22485, between the hours of 7:00 a.m. and 3:00 p.m. on weekdays. No deliveries will be accepted on Federal holidays. This solicitation number is N00178-01-Q-2007; it is issued as a Request for Quote (RFQ). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-23 (18 January 2001). The NAICS Code associated with this procurement is 334111; the small business size standard is 1000 employees. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications from each CLIN at the overall lowest delivered cost, and has a satisfactory past performance history for providing the same or similar items. The offeror shall provide with its offer a list of at least three customers to whom same or similar items have been sold, along with item descriptions, quantities, contract numbers, names and organizations, points of contact, and telephone numbers. All offerors must include a completed copy of FAR 52.212-3, "Offeror Representations and Certifications -- Commercial Items," with their quotes. Additionally, FAR 52.212-1, "Instructions to Offerors -- Commercial Items," FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items," and FAR 52.121-5, "Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items," subparagraphs (a), (b)(1), (b)(5), (b)(11-15), (b)(22), (d), and (e) apply to this solicitation and are hereby incorporated by reference. Finally, DFARS 252.232-7001, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items," subparagraphs (a)(252.225-7007), (a)(252.225-7012), (a)(252.243-7002), and (b), and DFARS 252.204-7004, "Required Central Contractor Registration," also apply to this acquisition. All responsible sources may submit an offer for consideration. Multiple awards may be made. The closing date for receipt of quotes is 4:00 p.m. (Eastern time), 21 February 2001.
