Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation, #01-351-3520, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20.*****The associated North American Industry Classification System (NAICS) code for this procurement is 326113, and the small business size is 500 Employees. This acquisition is unrestricted.*****The National Institute of Standards and Technology (NIST) has a requirement for 13,464 square feet of solar film, Solarmax M20 Silver S/R Reflective brand name, or equal, to be provided and installed by one firm, on 374 windows (approx. size of each window is 94.5 inches x 54.5 inches) in Buildings 220, 221, 222 and 223, on the NIST Gaithersburg, MD campus. Buildings will be occupied by Government personnel during entire installation period. For this reason, all work shall be performed during off-duty hours on Saturdays/Sundays only.*****A SITE VISIT will take place on FEBRUARY 20, 2001, at 2:00PM, Eastern Standard Time (EST). Attendees will convene in Building 301, Room A100, at NIST, Gaithersburg, Maryland, for a brief administrative information session, followed by a tour of the Buildings where the solar film will be installed. Potential quoters/vendors are strongly encouraged to attend the site visit in order to view the facility. In no event shall failure to inspect the site constitute grounds for a claim after contract award.*****Quoters shall address ALL the following specifications/requirements in order to be considered for award: (1) Solar film, when applied to 1/4 inch clear glass window shall comply with the following properties: (a) Total Solar Energy Rejected -- 76 -- 79%, (b) Total Solar Reflectance -- 53 -- 55%, (c) Total Solar Absorption -- 33 -- 34%, (d) Total Solar Transmittance -- 12 -- 13%, (e) Shading Coefficient -- 0.24 -- 0.26, (f) Visible Light Transmittance -- 15 -- 19%, (g) Visible Light Reflectance -- 53 -- 60%, (h) U Factor (Winter Median) -- 0.82 -- 1.06, (i) Ultraviolet Transmittance (300 -- 330 nanometers) -- Less Than 2%. Calculations determining properties shall have been made in accordance with Association of Industrial Metalizers, Coaters and Laminators (AIMCAL) and American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standards;**(2) Adhesive System: (a) The film shall be supplied with a pressure sensitive weather-able acrylate adhesive applied uniformly over the surface opposite emmisivity surface, (b) A water soluble de-tackifier shall be incorporated over the pressure-sensitve adhesive to facilitate handling, (c) The adhesive shall be essentially optically flat and viewing the film from a distance of ten feet at angles up to 45degrees from either side of the glass, the film itself shall not appear distorted;**(3) Abrasion Resistance: Quoters shall provide independent test data showing that the film has a surface coating that is resistant to abrasion such that, less than 5% increase of transmitted scattered light and haze will result in accordance with ASTM D-1044 using 100 cycles, 500 grams weight, and the CS10F Calbrase Wheel;**(4) Flammability: Quoters shall provide independent test data showing that the window film shall meet the requirements of a Class A interior Finish for Building Materials for both Flame Spread Index and Smoke Development Values per ASTM E-84;**(5) Application: (a) Quoters shall examine glass surfaces to receive new film and verify that they are free from defects and imperfections which will affect the appearance, informing the Government of all such deficiencies prior to starting film application, (b) Quoters shall clean thoroughly the window and window framing with a neutral cleaning solution prior to installation, (c) The inside surface of the window glass shall be bladed with industrial razors to insure the removal of foreign contaminants, (d) Toweling and other absorbent material shall be placed on the window sill and sash to absorb moisture accumulation generated by the film application;**(6) Installation: (a) All work shall be completed during off-duty hours on Saturday and/or Sunday, with prior schedule approval from NIST technical representative required, (b) The installer shall remove and reinstall any obstruction in the windows before and after solar film installation, (c) Film edges shall be cut neatly and square corners to within 1/16" of the window sealing device, (d) Film shall dry flat with no moisture dimples within a period of 30 calendar days, (e) During the process of film installation, if window glass breakage occurs, the contractor shall, at the contractor's expense, provide and install temporary fire retardant material closure immediately to make the window weather-tight, and shall provide and install new window glass, (f) After installation, any left over material shall be removed and the work area restored to original condition, (g) Existing space shall be protected during installation and all necessary means to protect the film before, during and after installation shall be used, (h) All work shall be completed in a manner that will not interfere with Government operations (buildings will be fully occupied during installation period), (i) After installation of solar film has been completed, installers shall apply a silicone cleaner polish for added protection, improved appearance and easier maintenance, (j) The installed solar film shall appear uniform, with no visible streaks, banding, thin spots or pinholes, when viewed from a distance of ten (10) feet against a bright uniform sky or background.**(7) Warranty: Quoters shall provide a warranty on the film and installation for a period of five (5) years, guaranteeing that the film shall maintain solar reflective properties without cracking, crazing, peeling, blistering, bubbling, demetallizing, and delaminating. Should the product be found to be defective while under said warranty, the manufacturer shall also be responsible for providing replacement film and labor required to remove defective film, at no cost to the Government;**(8) Quoters/manufacturers shall have a minimum of five (5) years experience in the manufacturing and installation of solar film of the type to be acquired; installation mechanics shall have a minimum of three (3) years experience.**(9) Quoters/manufacturers shall certify that all materials to be supplied and used comply with the specifications described herein;**(10) All work shall be completed within ninety (90) calendar days of notification by technical representative that work may begin;** (11) A sample (8 inches x 10 inches size) of Solarmax brand M20 solar film, or equal, shall be provided with the quotation package;**(12) Film, when installed, shall match perfectly that currently installed on other buildings on the NIST campus, so as to assure a unified appearance.*****Delivery and installation are required within ninety (90) calendar days after receipt of purchase order (ARO) or notification that work may begin, whichever is later. *****The FOB point shall be DESTINATION, Gaithersburg, MD.*****Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability to Meet Specifications (vendors shall address all specifications, and shall provide indication of understanding and ability to meet requirements); (B) Past Performance/Experience (vendors shall provide three references to whom comparable solar film -- preferably for similar applications -- has been sold over the past five years, including organization name, point of contact, phone number, and fax number for each); and (C) Price. (A) and (B), when combined, are more important than (C).*****The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered.*****Vendors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need.
