Description
The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), 11840 South La Cienega Boulevard, Hawthorne, California, intends to procure kennel service for the USDA Beagle Brigade dogs at the Los Angeles work unit.at the Los Angeles International Airport. Submit faxed quotations to "Purchasing Section," at (612) 370-2136, attention Joanne Mann.. QUOTATIONS ARE DUE February 21, 2001, BY 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-21. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Fixed price 52.243-1 (8/87); Price Evaluation Adjustment for Small Disadvantaged Business Concern 52.249-1; Notice of Price Evaluation preference for HUB Zone Small Business Concern 52.219-4; Evaluation-Commercial items 52.212-2 (10/97); Offeror Representations and Certifications 52.212-3 ((1-/98); Contract Terms and Conditions- Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items 52.212-5 (10/98). ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. All offers must be signed. Offers should include tax payer identification number__________________________ DUNS number__________________ and business size ___________________.. SPECIFICATIONS: Provide the following kenneling services for 7-9 detector dogs, with the potential for additional dogs, for the period beginning March 5, 2001 through September 30, 2001: Kenneling facility must be located within 10 miles of the Los Angeles International Airport. The contractor will e required to: Separate healthy dogs from non-healthy dogs by maintaining an area to quarantine non-healthy dogs; Maintain a properly ventilated facility; Provide emergency care, or transport dogs(s) to an emergency clinic. Maintain 60-80 degrees F in the facility year round. Maintain feeding schedules as directed by the canine officer (medication schedules need prior approval by USDA PPQ K-9 Supervisor.) Provide in-house grooming service or an area where the canine officer can groom the dog. Provide 24-hour access. Provide timely and accurate communication to canine officers or other USDA PPQ personnel about the condition of the dog. Meet minimum requirements of the Animal Welfare Act (AWA) for primary residence. The AWA determines the minimum amount of floor space per animal by the following: (Measurement in inches, from the tip of the dog's nose to the base of its tail +6"), 144 inches. Maintain well-kept grounds free of tall grasses, overgrown shrubbery, and fallen leaves and plant debris. Provide runs that: Are escape-proof with fencing on top and a secure latch; have concrete floors; have good drainage, no puddles; have a solid, impervious barrier preventing physical contact with other dogs to prevent cross contamination. Provide good security that: Can be accessed only by a key after hours; Prevent dogs from digging out or jumping or climbing over fences. Have a clean and sanitary facility that: smells and appears clean; Stores food in a dry, clean place; Is free of rodent droppings; Is free of poison baits or toxic material accessible to animals; Is clean and sanitized daily. Sanitizing agents must be approved by USDA. The kitchen or food preparation area will: Be kept as clean as possible; Have employees wash their hands prior to food preparation; Clean utensils immediately after preparing food; If canned foods are being fed for a special diet, clean the can opener after each use; Maintain disinfectant procedures in the food preparation area. Feces Maintenance: Beagle Brigade canines will have priority cleaning schedules. The kennel will clean the Beagle Brigade kennels prior to cleaning other kennels on a routine basis. Runs must be mainained free of stools. Beagle Brigade canines will not be placed in temporary holding cages with feces from other canines. The kennels will: Be kept sanitary at all times; Be maintained in a good state of repair; Be periodically disinfected by using products suggested by PPQ's Veterinary Medical Officer (VMO); Rocal, Parvasol, bleach (5.25 solution available chlorine); Be kept free of refuse and garbage that could attract rats and insects; Use mosquito control measures in areas as needed in and around kennel. The kennel will provide the following services to the Beagle Brigade canines: Two baths per month; One anal expression per month; Two sessions of a minimum of 30 minutes of grass play time per day.
