Description
The U.S. Army Communication and Electronics Command (CECOM), Project Manager for Mines, Countermine and Demolition (PM-MCD) propose a non-competitive acquisition with SAA International, LTD for the procurement of 7765 Launched Grapnel Hooks (LGH) Bullet Trap NSN: 1095-01-412-4250 and 3882 Launched Grapnel Hook Training Bags NSN: 1095-01-413-9232. The LGH Bullet Trap consists of a rifle deployment grapnel that is tethered to the launch area with a retrieval line. The grapnel has a range of about 100 meters. When the grapnel is pulled back to the launch area, the grapnel tines shall snag the tripwires of tripwire fuzed anti-personnel (AP) landmines, thereby activating the mine a safe distance from the operator. The soldier is then be able to advance along a lane free of tripwires. The LGH Bullet Trap is self-contained, require no special equipment, tools or maintenance, and be launched with the standard 5.56 mm service weapon (M-16 rifle) using ball or blank ammunition. The LGH Training Bag will provide the operator a training device for familiarization and repeatable launch and retrieval. The LGH Bullet Trap and Training Bag are under the direction of PM-MCD. Unit of issue is two LGH per infantry squad, scout section, and engineer squad. Unit of issue for the Training Bag is one per infantry, scout and engineer platoon. Delivery will be to individual Army Reserve National Guard (ARNG) infantry, scout and engineer units. Delivery of the units will begin June 2001. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully make the above LGH Bullet Trap (NSN: 1095-01-412-4250) and LGH Training Bag (NSN 1095-01-413-9232), may submit a proposal that will receive consideration. Offerors must possess technical expertise and/or experience producing LGH Bullet Traps and LGH Training Bags. Proposals must be no longer than five (5) pages. The resultant contract will be Firm Fixed Price (FFP). All requests for information must be in writing via email. Telephone requests for additional information will not be honored.
