Description
The National Heart, Lung, and Blood Institute (NHLBI), the National Institute of General Medical Sciences (NIGMS) and the National Institute of Neurological Disorders and Stroke (NINDS) intend to negotiate on a sole source basis with the Society for Research Administrators (SRA) for the performance of approximately a one year pilot evaluation to study the use of the Modular Grants and Just-In-Time mechanisms. The purpose of this study is to determine the impact of implementing Modular Grants and Just-In-Time on the recipients of National Institutes of Health (NIH) grants and on the staff of the NIH extramural programs responsible for managing these mechanisms. Specifically, the contractor shall conduct a series of meetings with members of the NIH grantee community and NIH extramural staff members, collect experiences and opinions from these persons and report findings to the NHLBI, NIGMS and NINDS. The SRA is uniquely qualified to conduct this study in the most expeditious manner without delays by virtue of regular meetings of its extensive membership which comprehensively represents the organizations (educational, hospital, other non-profit, commercial, Government) located in the major geographical areas of North America which work with Modular Grants and Just-In-Time.
