Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNPOSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNPOSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (HUBZONE 8(a), 8(a), HUBZONE, SMALL, SMALL DISADVANTAGED AND LARGE BUSINESS)RELATIVE TO NAICS CODE 541990 (SIZE STANDARD $5.0 MILLION AVERAGE ANNUAL RECEIPTS FOR PRECEDING THREE FISCAL YEARS). RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS -- SEE SUBMITTAL REQUIREMENTS BELOW. AFTER REVIEW OF THE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT, A SOLICITATION ANNOUNCEMENT WILL BE PUBLISHED IN THE CBD. RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT ARE NOT ADEQUATE RESPONSE TO THE SOLICITATION ANNOUNCEMENT. ALL INTERESTED OFFERORS WILL HAVE TO RESPOND TO THE SOLICITATION ANNOUNCEMENT IN ADDITION TO RESPONDING TO THIS SOURCES SOUGHT ANNOUNCEMENT. The work involved will be conducted over a five year time period. Work is to be initiated in June 2001. The total study cost estimate at this time is between $5,000,000.00 and $10,000,000.00. Work may include but not be limited to review and analysis of existing data on the water and sediment quality, polluntion sources, hydrology and hydraulics, existing dams, recreation areas, and fish and wildlife resources in the Merrimack River watershed; extensive water quality and sediment sampling program (chemical, biological and physical) for the river and discharges to the river. This will require a significant field efforts by the contractors during sampling periods; analysis of hydrology and hydraulics of river including time of travel studies; biological sampling of fish and macro-invertebrates; complex water quality modeling of the watershed and the river for pahtogens, and other parameters such as dissolved oxygen and nutrients; identification and analysis of alternatives for water quality improvements in the river; idenfitication and analysis of ecosystem restoration projects including anadromous fish passage and streambank erosion control; analysis of impact of water supply withdrawals and hydropower operations existing and future low flow conditions in the river; assessment of bioaccumulation of contaminants in fish and wildlife; assessment of existing and future recreational uses of the river; economic analysis of the alternatives including the cost to benefits in terms of water quality and ecosystem improvements; and GIS mapping. Responses to this notice shall include as a minimum, the solicitation number, business size status (large, hubzone 8(a), 8(a), small business, small disadvantaged business, women-owned business, veteran owned business, disabled veteran owned business) using NAICS code 541990 where the small business standard is where the average annual receipts of the concern and its affiliates must not exceed $5 million. Responses to this notice shall be mailed to the attention of Michelle A. Kewer, U. S. Army Engineer District, New England, ATTN: Contracting Division, 696 Virginia Road, Concord, MA 01742-2751. Responses must be received no later than 4:30 p.m. on 2 March 2001. Firms responding to this announcement which fail to provide all of the required information cannot be used to help the Government make the acquisition decisions which is the intent of this synopsis. This notice is to help the New England District in determining potential sources only. No solicitation is currently available. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later in the CBD and all interested parties must respond to that solicitation announcment separately from the response to this announcement. Response to this sources sought synopsis IS NOT a request to be added to a prospective bidders list or to receive a copy of the solicitation.
