Description
The US EPA requires emergency and rapid response service for time critical removal, rapid response, and non-time critical removals as specified in task orders in the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The contractor may also be required to respond in Mexico under certian circumstances. Response times will be identified in the solicitation. It is anticipated up to two five-year Time and Material/Indefinite Delivery Indefinite Quantity contracts will be awarded. The anticipated solicitation release date is March 16, 2001. The solicitation will be posted on the EPA web site on or about March 16, 2001. No hard copies will be issued. One contract is set aside for a small business award and the other unrestricted. The contracts are contemplated for emergency and time-critical removal actions which include oil, petroleum, and hazardous substance releases. These responses shall be conducted under Section 104 of the Comprehensive Envrionmental Response, Compensation and Liability Act of 1980 (CERCLA) as amended by Superfund Amendment and Reauthorization Act (SARA); Subtitle I of the Resource Conservation and Recovery Act (RCRA); and Section 311 of the Clean Water Act as amended by the Oil Pollution Act (OPA) of 1990. The contractor may also be tasked to support EPA's role under the Federal Response Plan in instances of presidential-declared disasters pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act). The contractor will be required to demonstrate its ability to meet the contract requirement to respond to the following cities within 3 hours: New Orleans, LA, Baton Rouge, LA, Houston, TX, Dallas, TX and Fort Worth, TX. Other cities will require response time coverage between 6, 10, and 12 hours as identified in the solicitation. In accordance with FAR 16.504(c), the EPA intends to pursue multiple awards to two different offerors. Offerors may not propose as both a prime and subcontractor under this solicitation. A single offeror may not be awarded both contracts. In addition, potential offerors are advised there will be a "pop quiz" after the solicitation closing. Only proposed key personnel and a limited number of "corporate staff" may attend/participate. There will be a source list posted concurrent with the solicitation. Interested parties may submit their company name, address, phone number, POC, and e-mail address in writing or by e-mail to be placed on the list. A preproposal conference in Dallas in anticipated.
