NASA/LaRC plans to issue a Request for Quotation (RFQ) for GOVERNMENT-OWNED PHILLIPS CM200ST AND EM420 TRANSMISSION ELECTRON MICROSCOPES. ITEMS COVERED ARE TWO ROUTINE PREVENTATIVE MAINTENANCE SERVICE CALLS PER YEAR PLUS UNLIMITED EMERGENCY VISITS AT NO ADDITIONAL CHARGE, LABOR, TRAVEL, LIVING EXPENSES AND MAJOR PARTS COVERAGE. PERIOD OF PERFORMANCE FOR THIS SERVICE WILL BE FOR A PERIOD NOT LESS THAN ONE (1) YEAR WITH OPTIONS TO EXTEND THE PERIOD OF PERFORMANCE FOR FOUR (4) ADDITIONAL ONE (1) YEAR PERIOD. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from FEI/PHILLIPS ELECTRON OPTICE USA,7451 NE EVERGREEN PARKWAY, HILLSBORO, OR. AS THE ONLY KNOWN RESPONSIBLE SOURCE. THERE ARE NO OTHER SOURCES THAT HAVE ACCESS TO COMPLETE DESIGN DRAWINGS NEEDED FOR SERVICING THE COMPLEX ELECTRONIC INSTRUMENTS. PHILLIPS ELECTRON OPTICS IS THE MANUFACTURER OF THE EQUIPMENT. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on FEBRUARY 5, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
