Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with AccuTech Systems, Inc., 704A East Gude Drive, Rockville, MD 20850, a modification to an existing contract to increase its level of maintenance service and repairs of existing CCTVs and access control systems. The contractor shall furnish all personnel, special tools, upgrades, equipment, parts, materials and supplies necessary to provide the required technical support and expertise for on-site preventive maintenance and emergency repairs for the NIH security control systems at various locations in Rockville and Bethesda, MD. The existing administrative computer sites are to be maintained to support approximately 155 existing card reader controlled doors and 99 CCTV cameras and related control devices (manufactured by Software House and Sensormatic). The contractor shall provide scheduled preventive maintenance inspections every two weeks on all equipment to include, but not be limited to, labor, parts, verification of settings and parameters to ensure the system is operating at its full potential, and software training of personnel when necessary. Emergency repair service shall be provided by the contractor on a 24-hour basis. The contractor shall respond to all request within 4 hours and have the equipment operational within 24 hours unles parts have to be ordered from the manufacturer in which case loaner equipment shall be furnished by the contractor. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to this requirement or submit proposals to the Contracting Officer, 6011 Executive Blvd., Rm. 537C (MSC 7663), Bethesda, MD 20892-7663. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 calendar days after publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely the discretion of the Government.
