Description

This is a combined synopsis/solicitation for commercial items in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. Contractors shall provide a quote for the administrative fee to perform the services associated with the IRS/NTEU Child Care Tuition Assistance Program. The IRS requires the services of a contractor to process tuition assistance applications and determine employee eligibility. The contractor must also be able to receive a specified sum of money from IRS and distribute the funds to childcare providers as tuition assistance. The funds that are distributed to licensed childcare providers are estimated at $1,000,000,000 minus the administrative fee. The period of performance is from the Date of Award to September 30, 2001. A request for a solicitation package will be considered nonresponsive. The provisions at FAR 52.212-1, Instructions to Offeror-Commercial, apply to this acquisition. Evaluation/Award will be made to the offeror that submits a quote that is most advantageous to the government. Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, also applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.212-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Actions for Disabled Veterans of the Vietnam Era; 52.222-36, Affirmative Actions for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; and 52.232-33, Payment by Electronic Funds Transfer-Control Contractor Registration. The following additional requirements or terms and conditions apply: The following Local IRS Clauses are added: IRSAP 1052.224-9000(a), Disclosure of Information Safeguards; IRSAP 1052.224-9001(a), Disclosure of Information-Criminal/Civil Sanctions; IRSAP 1052.224-9001(b), Disclosure of Information-Official Use Only; IRSAP 1052.224-9002, and Disclosure of Information-Inspection. All responsible sources may submit a quotation, which will be considered by the Agency. All quotations must be received by 3:00 p.m. Eastern Standard Time, February 28, 2001.
