Solicitation F42650-01-Q-0051 HILL-F-M3-1C061 Concessionaire food and beverage (except beer) service for the Open House/Air Show, Due 07 Mar 01, POC: Terri Lindsey, Tel: 801/777/3404 or Cathy Jaeger, Tel: 801/775/2403. Proposals are being accepted for the 75th Services, Hill AFB, UT, Open House/Air Show witch will be held for one (1) day, 9 June 2001. Concessionaire will be sole provider of food, beverages (except beer) and souvenir services for the event from 0800 to 1600 to accommodate approximately 150,000 to 200,000 spectators. Concession will adhere to the state requirements used for subsistence to prevent spoilage, contamination, etc. Only top quality food products will be accepted. Concessionaire will be responsible for providing self-contained concession stands and canopies. Concessionaire will be responsible for providing a food and beverage tent for the Sponsorship personnel and their guests. Concessionaire must be able to assemble and setup all concession stands with canopies in designated areas the evening before and be fully operational by the morning of the event. Concessionaire will submit a detailed proposed food and beverage menu with prices, and a list of souvenirs, sundries, etc. with prices. The concessionaire will be given exclusivity (except for beer sponsors) for all commercial sponsorship for the 2001 open house. The concessionaire shall take adequate steps to ensure that it is clear that the commercial sponsor is not affiliated or sponsored by the Air Force. The NAFI retains the right to disapprove any sponsor, or any particular action proposed or undertaken by the sponsor. Concessionaire will be fully responsible for providing staffing personnel, ordering and controlling all inventories and cash handling, promotional support, i.e., media, national/local corporate support from food and beverage companies only are allowed within standard Air Force and Department of Defense guidelines. Concessionaire should bid flat fee proposal (NOT LESS THAN $50,000) for food and beverage, and souvenir operation for the first year of the contract. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
