Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for the course entitled "Maximizing Performance in Organizations" to be given to 35 NASA Johnson Space Center employees of the International Space Station Program's top-level managers. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) in accordance with 10 U.S.C. 2304(c)(1) and FAR Part 6.302.1. NASA/JSC intends to purchase this training from The Ivy Faculty Consortium who will provide a customized version of Harvard University's "Managing People for Maxiumum Performance." This course has been designed specifically for senior government leaders and will be further customized to accommodate the NASA Johnson Space Center executive audience. ISS is a multi-national program that will highly benefit from this redesigned Harvard seminar because of its focus on streamlining production, improving product cycles time, cutting costs and waste, and increasing performance. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on February 28, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
