Description
The FLETC is seeking interested offerors to provide dormitory/hotel space for students attending law enforcement training courses at the Artesia, New Mexico facility. Currently housing is provided in on-site dormitory buildings, which have a total capacity of approximately 766 students, and by leasing hotel rooms in the local community. Increases in enrollment may necessitate the acquisition of additional student accommodations. Traditional methods of obtaining this requirement would be to build additional facilities on Government land or rent rooms on a space available basis in nearby hotels. Funding constraints may limit the Government's ability to immediately capitalize a new facility and the remoteness of the Artesia site may limit the availability of hotel accommodations at reasonable rates. Due to limited funds, the FLETC is interested in privately funded build/lease performance based concepts for a 100-room build/lease facility. The FLETC-Artesia facility is a 400 person organization consisting of civilian and contractor personnel engaged in training law enforcement students from approximately four (4) separate federal agencies and various state, local, and international clients. Future enrollment is indicating a need for an additional 100 beds beginning in October 2002. The FLETC-Artesia facility anticipates a steady increase in student enrollment thereafter, but uncontrollable events can precipitate sudden increases or decreases. Facilities for students must meet certain minimum Government requirements for health, safety, and cleanliness as well as meet all applicable local and state codes. These requirements are roughly equivalent to those accommodations found in a first class hotel. Current hotel student rates range from $55 to $60 per night. Facilities must be located as close in proximity to the Artesia facility as practicable. The Government is requesting interested offerors to submit pertinent data such as capabilities and qualifications to determine availability of sources and/or interest with regards to this type of venture. Information provided may lead to the development of a formal solicitation for a maximum 20-year lease with contractor responsible for the design/build of the facility. The Government will not pay for this information and does not intend to award a contract as a result of the information provided. All information provided will become the property of the Government in accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 97). The FLETC may contact companies submitting data to obtain additional information.
