Description

THIS SOLICITATION IS 100% SET ASIDE FOR CONTRACTORS CURRENTLY MEETING THE SBA'S ELIGIBILITY CRITERIA AS AN 8(a) CONTRACTOR FOR NCAIS CODE 23499 WITH A BONA FIDE PLACE OF BUSINESS WITHIN THE GEOGRAPHICAL BOUNDARIES OF REGIONS 3 AND 4. IT ALSO INCLUDES A 10% EVALUATION FACTOR FOR HUBZone 8(a) CONCERNS. This project titled "Warehouse Railroad Improvements" will include providing a new-thru rail system into existing warehouses. This project will include, but is not limited to, rail installation, rail repair, demolition, ventilation, electrical and incidental related work at Naval Construction Battalion Center, Gulfport MS. The total time for completion of the entire work is 430 calendar days. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will be evaluated on: (A) Technical Qualifications, (B) Past Performance, and (C) Construction Schedules. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. Offerors must also be registered in the Contractor's Central Registration (CCR) in order to participate in this procurement. The Government intends on issuing the solicitation through the use of the internet only. The entire solicitation will be available for viewing and downloading at http:/esol.navfac.navy.mil on or about 28 Feb 01. The closing date for receipt of proposals will be on or about 28 Mar 01. The official Bidder's List will be maintained and can be printed on the web-site. Amendments will be posted on the web site for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Registration for this solicitation is optional. You may view the solicitation and amendments, if any, without registering. If you register for this solicitation, you will receive a courtesy e-mail notifying you of all amendments for this solicitation posted to the web site. Registration for this solicitation, however, does not release offerors from the responsibility of checking the solicitation for amendments. A Pre-Proposal Conference/Site Visit will be held at the facility on the date and time specified in the solicitation and posted to the web site.
