- Description
- The National Institute of Standards and Technology (NIST) Center for Neutron Research has a requirement for Double Focussing Monochromators to improve instrumentation performance by increasing the neutron flux on a sample by focusing the neutron beam onto it. A minimum of two (2) units and a maximum of eight (8) units will be purchased over the 4-year life of the contract. The Government anticipates the award of a cost type contract. NIST intends to negotiate a sole source contract with The Johns Hopkins University (JHU), Bloomberg Center for Physics & Astronomy, 3400 N. Charles Street, Baltimore, MD 21218-2686. A working prototype instrument has been developed under a Cooperative Research Agreement (CRA No. 70NANB8H0131) between JHU and NIST. This instrument makes use of the buckling of thin metal strips to create lenses that focus neutrons onto a point. The various strips can be rotated with respect to each other, such that eventually a double focusing system ensues. This acquisition is to be accomplished under the authority of 41 U.S.C. 253( c )(1), Only one responsible source and no other supplies or services will satisfy agency requirements. This highly specialized equipment is deemed to be available only from the original source for this follow-on contract because it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. This notice of intent is not a request for proposal. However, interested parties may identify their capability to satisfy the Government's requirements no later than the response date above. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. A solicitation document is not available.
