- NASA/GRC plans to issue a Request for Quotation (RFQ) for the participation in a study in progress which points out that aerosols and the increase of contrails and cirrus clouds formation may have a significant effect on global climate change as carbon dioxide. Participation in this study will support the Ultra Efficient Engine Technology (UEET) Program which carries the goals to reduce aircraft emissions including the reduction of NOx and CO2 and establishment of understanding of the particulate emissions. There is also a growing concern as to the effect of these aerosols at ground level on human health based on the EPA regulations and a push for even more stringent regulation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase research data from the University of Missouri-Rolla (UMR) under the authority of 10 U.S.C.2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. UMR is the only source because of their expertise in this field of study and a unique capability to provide the requirements needed to support the UEET program. UMR is part of a collaboration that includes Royal Dutch Airlines (KLM), Shell Aviation-Betz Dearborn, Boeing Company, and the U. S. Air Force Research Lab who have been studying a potential method to mitigate particulate emissions based on potential fuel additives. NASA was recently invited to join this group through UMR and by doing so will benefit receipt of data which would take many years and funds in excess of those available to get to the same level of expertise gained in this venture. The government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the efforts in writing to the identified point of contact not later than 4:30 p.m. local time on February 28, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
