- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a request for quotation (RFQ). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-21. This solicitation is 100% set-aside for small business. Quotations will be mailed to USFS, AQM, 517 Gold Ave. SW, Albuquerque, NM 87102. The time and date for receipt of quotations is 4:30 P.M., February 26, 2001. Name and telephone of contact person is: Wilford Romero, (505) 842-3342. FACSIMILE QUOTATIONS WILL NOT BE ACCEPTED. The NAICS code is 541519 with the size standard of $18.0 million. Services may be provided to federal agencies other than the Forest Service, such as the Bureau of Land Management, Fish & Wildlife Service, National Park Service and Bureau of Indian Affairs. Pricing shall be in accordance with Vendor's price list and/or as negotiated. A minimum of one delivery order and a maximum of 20 delivery orders per contract during the base performance contract year and for each succeeding option year will be processed. Award will be Indefinite Quantity/Multiple Award for Geographical Information Specialist services (GIS), with estimated minimum and maximum quantities during the life of the contract. Quotations will be evaluated on the following criteria: (1) Past Performance with quality of service and customer satisfaction; (2) Qualification and Experience with comprehensive, expert knowledge of GIS as well as experience in training/mentoring journeyman GIS specialists; and (3) Price. FAILURE TO PROVIDE WRITTEN EVALUATION DOCUMENTATION MAY CONSTITUTE NON-RESPONSIVENESS AND WILL NOT BE CONSIDERED. The Schedule of Items and description of each line number is: Line Item 1: GIS Analyst: This type of individual would have advanced skills using ARC/Info software, Oracle and other related software expertise. Line Item 2: GIS Technician: This person would have journeyman skills using geographic information systems software. Line Item 3: Database Analyst: This individual would have experience working with databases, database development and management. Line Item 4: GIS Aid: The skills needed here are for data entry. This includes scanning, onscreen digitizing and data editing. The unit of measure for all line items will be HOUR. Quoters shall conform to the following Federal Acquisition Regulations and is required to submit information as applicable. Clause 52.212-1, Instruction to Offerors-Commercial Items; Clause 52.212-3 Offeror Representation and Certifications-Commercial Items to be submitted with quotation; Clause 52.212-4 Contract Terms and Conditions-Commercial Items; and Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items.
