Description
The Air Force Flight Test Center, Edwards AFB CA (AFFTC) is seeking sources for a requirement for the Air Traffic Control Communications Testing Facility and Avionics System Test (ACTFAST) to support testing and certification of aircraft Global Air Traffic Management (GATM) data links and associated applications. The capability consists of air traffic control systems workstations, network gateways and routers, network system interfaces, and VHF/HF radio ground stations, test conductor workstations, test data collection, analysis software and components thereof. The ACTFAST capability assists aircraft modification programs in avionics/ platform integration and aircraft type-certification. Certification allows military aircraft to operate in the Communication, Navigation, and Surveillance / Air Traffic Management (CNS/ATM) environment. Requirements include hardware, software, test equipment, technical support, maintenance, repairs, training, global link communication, and documentation associated with the system. Responses shall be limited to 15 pages and should include, as a minimum, (1) proof of FAA equipment and data link service certification and requirements compliance (2) proof of previous work with CNS/ATM data links, ATC workstations, and testing of such, (3) whether or not they are a large business, small business, small disadvantaged business, or woman owned businesses and (4) evidence they can provide hardware, software, VHF, HF, and satellite aeronautical communications services and maintenance required to perform development and post test data analysis. Screening criteria will be proof of access to ARINC Inc. proprietary data related to the above systems. The NAIC Code is 513390 and the size is $11 million.
