Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for Continued Lease of Patran Proprietary Software Including Maintenance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) under FAR 13.5 (Test Program for Certain Commercial Items)authorized by the Clinger-Cohen Act of 1996. NASA/LaRC intends to acquire the items from MSC Software, who is the only responsible source and no other supplies and services will satisfy agency requirements. This requirement is for a one year with four one year options periods in order to lease, maintain, or purchase for a general-purpose a suite of commercial off the shelf general purpose suite of integrated mechanical computer aided engineering software tools. These software tools are to be used for pre and post processing of finite element analysis data, and to perform structural, thermal, impact dynamics, and fatigue analysis. The following are the proprietary integrated computer codes being procured: MSC Patran including analysis and geometry preferences, MSC Patran Procor, MSC Patran Thermal, MSC Patran Materials, MSC Patran Laminate Modeler, MSC Patran FEA, MSC Mvision, MSC Fatigue, MSC Supermodel, MSC Flightloads, MSC Dytran and MSC/MARC. The software is currently used at seven NASA centers, including Langley, Marshall, Ames, Dryden, Johhson, Glenn, and Goddard. This particular software has been used for the last nine years; therefore, for assurance of compatability, continuity of current projects, and retrival of archival data, only MSC Software Corporation is capable of supplying the proprietary software and services for the seven NASA centers. The Government intends to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
