- Description
- Security Monitoring Service requirement for 24 hour monitoring and maintenance of the United States National Arboretum's intrusion and temperature control monitoring system. The contractor shall be responsible for 24 hour a day monitoring and maintenance of each intrusion alarm and temperature alarm system and RJ-31-X telephone jack (or similar device). The contractor shall furnish the Contracting Officer or delegated representative with a monthly report of all alarm activities for each system. Full monitoring reports shall include all opening and closing signals that show when the security system is armed and when the system is disarmed, as well as the name of the person whose code is used to arm or disarm the system alarm activities for each building monitored. Service shall include detection of any unauthorized alarm signal. The contractor is to immediately telephone an ARS security officer and notify them of the unauthorized signal. Documentation shall be provided on the building's monthly report. Reports may be requested in reference to a particular building before the end of the month. This request will be in addition to the monthly report and shall not supercede the required monthly report submission. All building monthly printouts shall be delivered by the 5th of the month for activities during the preceding calendar month. Additional alarm and temperature monitoring systems may be required. The cost of adding a new building to the alarm contract shall be at the prevailing rate for that year of contract. The contractor's central station shall be able to accommodate the modern formats that the Arboretum's panels use to transmit the burglar alarm signals (Modem II, Point ID) and immediately telephone the Arboretum security contractor with the location of the intrusion or alarm. Each alarm signal shall be documented on the monthly report. ADEMCO alarm systems if an Ademco Model 5137 control panel (key pad) is used, the contractor shall be responsible for programming in all alarm zone locations and all other information in the alarm language capabilities of the control panel. Contractor's technicians shall be certified by the National Burglar Alarm and Fire Association with a minimum of five years experience in programming Ademco and Radionics alarm systems. A brief resume is required on all programming and servicing employees. Alarm Maintenance....the contractor shall be responsible for providing full maintenance service (on-call ) for alarm systems in each building monitored. The alarms shall be maintained to enable continued, uninterrupted service. Any strobe lights, cameras, monitors, recorders, and announcers attached to alarm systems shall be considered a part of the alarm system. Maintenance shall include all needed alarm services, on-call repair, complete replacement. The contractor shall be responsible for the replacement of faulty control panels, key pads, door contracts, motion detectors, photo electric eye sensors and wiring that fails to properly function. The contractor shall not be responsible for the cost of replacement of cameras, monitors and recorders. The contract term shall be a base period of one year with three option years unilaterally decided by the Government. Proposals will be evaluated on the following criteria: (1) Business shall be predominately security alarm systems and provide the contracting officer with recommendations from at least five previous contracts of a similar nature including point of contact, phone and fax number. (2) Provide National Burglar Alarm and Fire Association certified technician references including experience in programming Ademco and Radionics alarm systems. (3) Provide a brief resume on all programming and servicing employees who would be working on this contract. The Government will only accept offers from small or small disadvantaged business concerns. The solicitations will be available on or about February 19, 2001 with a due date of March 26, 2001. The dates as stated are estimated and will be finalized in the Request for Quotation. Only one site visit is scheduled on March 19, 2001 at 10:00 A.M., Administration Building, U.S. National Arboretum.
