Description
This is a modification to CBD Notice dated February 5, 2001, submission no. 50C7R3. The Government intends to negotiate an Indefinite Delivery/Indefinite Quantity type contract with labor hour provisions for student support services as required by the Navy Personnel Research, Studies, and Technology (NPRST), Millington, TN. This is a requirement for accredited educational and non-profit institutions to provide student services to support Government research and developmental projects. The solicitation number is N00189-01-R-0022. The resulting contract will be from the date of award through 12 months with four (4) one-year options. The SIC Code is 8299/NAICS-611699. 1) The purpose of this contact is to encourage undergraduate and graduate students to provide short-term technical support (normally one year or less) to government research and development activities for the Navy Personnel Command's (NPC) Navy Personnel Research, Studies, and Technology Department (NPRST). 2) Services to be furnished under this contract shall be set forth in individual Delivery Orders. It shall be the responsibility of the contractor to organize, furnish, and supervise a working force which, within the limitations of the provisions of the proposed contract, is capable of effectively performing the work as established in paragraph 3.0 and further defined in the individual Delivery Orders and supporting Statement of Work (SOW's). It shall be the responsibility of the contractor to assure that all contract personnel possess the specialized education specified in the Delivery Orders and are otherwise qualified as set forth in paragraph 4.0. 3) TECHNICAL REQUIREMENTS The contractor shall provide responsible technical and analytical support in the disciplines of behavioral and social sciences, business management sciences, mathematics, statistics, engineering, computer sciences, economics, operations research, library sciences and library research. Work shall be in accordance with tasks such as the following as ordered on individual delivery orders for specified scientific research projects. 3.1 Performing psychological, social and/or behavioral studies; 3.2 Collecting, developing, analyzing and scoring performance or attitudinal data; developing interview and questionnaire forms; developing instructional media material for pilot studies; and/or administering test to military or civilian personnel; 3.3 Performing literature searches, retrievals and reviews; compiling and cataloging scientific texts, journals and background material; editing technical documents; and/or preparing summaries and bibliographies; 3.4 Reviewing, analyzing and documenting specific operational procedures; and/or performing feasibility studies; 3.5 Performing data conversion and coding, and/or data analysis and data reduction; 3.6. Constructing and testing mathematical models; 3.7. Designing, developing, and maintenance of Internet and Intranet web sites; 3.8. Using behavior and social science techniques, develop marketing and recruiting strategies to promote organizational objectives; 3.9 Designing, exercising and/or testing models utilizing simulation, numerical and statistical analyses techniques; 3.10 Designing, developing, testing computer software, modeling, architecture, or graphics and/or developing computer vision (CADCAM) libraries and databases; 3.11 Conducting software engineering experiments, studies, measurements, analysis, test and evaluation, or other developing, testing, and documenting in the computer science field; 3.12 Designing, developing, testing or reviewing and analyzing large scale database structures, data correlation and conversion techniques. 4) PERSONNEL REQUIREMENTS-The contractor shall provide the following type of personnel. 4.1 Contract Coordinator. The Contractor shall designate a full-time Contract Coordinator to provide the necessary coordination services related to the Statement of Work set forth herein, as follows: 4.1.1 Keep student contractor records and ensures all employees meet minimum qualifications established herein. 4.1.2 Establish daily check-in/check-out procedures for the student contractors to ensure accurate time keeping and verification. 4.1.3 Interface with Contracting Officer's Representative (COR), ordering Officer or Contracting Officer on tasking requirements, student contractor performance, disputes, etc. 4.1.4 Ensure that all contractual and other administrative requirements established are met. 4.1.5 Ensure that task advertisements are posted at all local 4-year colleges and university career centers and departments of the requested discipline. Also, advertisements shall be posted on the World Wide Web (WWW) connected to the Contractors Home Page with eligibility requirements and application information. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://neco.navy.mil and this office will no longer issue hard copy solicitations. The solicitation will be released on or around March 20, 2001. In order for this office to obtain a Bidder's Mailing List, potential offerors must submit in writing requests to the above address or by fax machine at 757/443-1424. Written requests must include company name, point of contact, solicitation number, address, phone number and email address (if available). By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal.
