Description

The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with Dr. Martha McKinney of Community Health Solutions, Inc., 301 Boone trail, Richmond, KY 40475 to provide expert advice, and assist with the preparation of documents for submission to peer reviewed research journals; report on six teleconferences regarding issues surrounding monitoring and evaluation of HIV care and treatment of African Nations; and guide production of two new monographs. Negotiations with Dr. McKinney are expected to result in a Purchase Order with a twelve-month period of performance. Because any other source would have to duplicate a substantial variety of experiences and previous efforts under this program, Dr. McKinney is deemed the only responsible source capable of providing the work and services without substantial duplication of cost and delay in performance under authority in 41 U.S.C. 253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
