- Description
- This is a notice to: 1) inform potential sources of the availability of a draft statement of work for review and comment at the Environmental Protection Agency website at http://www.epa.gov/oam/srpod/; and, 2) solicit statements of qualifications and interest from potential sources of all sizes. Small, small disadvantaged 8(a), hubzone, and women-owned business are particularly urged to respond to this announcement. Please refer to the URL below for applicable size standards under this NAIC code. Indicate on the qualifications statement whether or not the business is a small business under this size standard. The Environmental Protection Agency (EPA) seeks potential offerors and requests that they submit via email, qualifications statement indicating their interest in bidding on this requirement, and an outline of their relevant experience/expertise. The EPA also invites industry comments on the draft statement of work or on any other aspect of the proposed procurement. This document should be sent as an attachment not to exceed three printed pages in length. Hard copy material will not be accepted. Offerors must clearly demonstrate expertise and experience with all thirteen task areas in the statement of work. The EPA, Headquarters Office of Site Remediation Enforcement, contemplates award of a cost-plus-fixed-fee contract with an award term incentive to provide advisory and assistance services to the management of the program. The purpose of this procurement is to obtain analytical, technical, and management services for EPA's Office of Site Remediation Enforcement (OSRE) that support remediation efforts to plan, implement, and evaluate programs, strategies, guidance, and regulations under the Agency's CERCLA/ SARA of 1986, new initiatives under CERCLA and the Superfund Re-authorization Act, LUST, OPA, and RCRA Corrective Action. EPA will use this contract to acquire assistance in developing options and evaluating nationwide implementation strategies, monitoring regional and state activities, and providing enforcement support. This assistance shall involve analytical support needed to implement any new policies, regulations, or guidance under CERCLA, RCRA Corrective Action, LUST, or OPA or future re-authorizations or amendments. It is contemplated that the contract will have a base period of performance of three years with LOE term options, with a possible additional seven (7) one year options dependent upon sustained excellent contract performance for a maximum period of performance of ten (10) years. The EPA expects to award a contract for not more than $30 million in value over ten years. Conflict of interest provisions for this requirement require that potential offerors cannot be or become (for the duration of the contract) prime contractors or subcontractors for emergency response or remediation work funded by the Agency (e.g., START-2, RACs, ERRs). Conflict-of-interest issues will be reviewed on a case-by-case basis. This requirement is not subject to the Service Contract Act. The SIC for this requirement is 8741, the NAIC code is 56111. The RFP is expected to be released within sixty days. The expected award date for this contract is on or before 9/30/01.
