Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (57-M-APHIS-01) is issued as a "request for quotations (RFQ)" in accordance with Federal Acquisition Regulation (FAR) Part 13. This solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 97-21. The NAICS Code is 531110. For this solicitation, the small business size standard is less than an average $5.0 million a year over the last 3 years. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), requires corporate housing for an employee on temporary duty assignment in Manhattan, New York, in support of the Asian Longhorned Beetle Emergency Eradication Program. OCCUPANCY IS REQUIRED BY MARCH 1, 2001. Therefore, competition will be limited under the authority of FAR 6.302-2 -- Unusual and Compelling Urgency . Due to the short response time this solicitation is issued on an unrestricted basis and all responsible offers may submit an offer for consideration. The following FAR clauses and provisions are hereby incorporated into this solicitation by reference and are in full force and effect; 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 52-212-2, Evaluation -- Commercial Items (JAN 1999), 52.212-3; Offeror Representations and Certifications- Commercial Items (JAN 2001) (OFFERORS SHALL COMPLETE AND INCLUDE A COPY OF THEIR REPRESENTATIONS AND CERTIFICATIONS WITH THEIR OFFER); 52-212-4, Contract Terms and Conditions-Commercial Items (MAY 1999); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (AUG 2000). The aforementioned FAR clauses and provisions may be accessed on the Internet at the following web site: http://www.gsa.gov/far/ . APHIS requires one 1 bedroom corporate apartment in Jersey City, New Jersey. The apartment shall be completely furnished, have 24 hour security at entrance, safe and secure parking for 1 automobile, telephone with local telephone service, paid utilities and trash pick-up. The furnishings shall include, but are not limited to, a king size bed, linen and bedding, dishes, silverware, pots and pans, coffee maker, toaster, stove, refrigerator freezer, microwave oven, dishwasher, washing machine and dryer, television with cable TV hookup, radio, etc. Preference is for the washing machine and dryer to be located in the apartment. The location of the apartment within Jersey City shall be less than 2 blocks from path train access to Manhattan. An exception to this requirement will be considered if free shuttle service to and from path train access is provided. Award will be made to the responsible offeror with the lowest-priced, technically acceptable proposal.
