Description
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. NASA/LaRC plans to acquire one Laboratory Portable SpectroReflectometer for fast and reliable measurement of total hemispherical spectral reflectance of experimental materials under development at NASA Langley Research Center. Portability is required since measurements will have to be acquired on samples that are of a classified as well as unclassified nature. The instrument will have to be physically moved to and from classified areas. The instrument shall be capable of performing measurements on almost any surface. It shall have software or interface compatible with Windows operating system. The instrument shall be capable of storing information and transferring data to an external computer system. The instrument shall come with an external computer and printer. The system shall come with two days of on-site training at NASA LaRC. The following specifications apply to this requirement: Wavelength: 250 to 2800 nm Repeatability: 250 to 2500 nm -- 1 1%, 2500 to 2800 nm -- 1 2% Measurement Type: Spectral Total Hemispherical Reflectance Full Scan Measurement Time: Less than 2 minutes Monochromator Type:Prism, with selectable wavelength and slit width Sample Size: 0.5 inches in diameter or larger Spectral Resolution with Automatic Slit Control: 250 to 2500 nm -- better than 5% of Wavelength, 2500 to 2800 nm -- better than 8% of wavelength Power Required: 115 VAC @ 200 Watts Portable: Total weight not to exceed 45 pounds Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than February 28, 2001. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
