- Description
- This is a combined SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation Number SA700701RC09958 is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through FEDERAL ACQUISITION CIRCULAR #90-42, and DEFENSE FEDERAL ACQUISITION CIRCULAR #91-11. (iv) This solicitation is a small business set-aside. The NAICS Code is 541511. Prepare response in accordance with the following Statement of Work (SOW) for programming support for the DAPS EDA DFAS Voucher Programming. The following tasks will be required of the contractor to establish a parallel solution for processing DFAS Travel Vouchers. Three (3) SRD1 Sites will transmit data to DAPS Mechanicsburg. Only Indianapolis requires completion by 1 April 2001. Programming requirements for the two remaining sites will be determined at a later date. The contractor will provide custom programming services to monitor existing directories and determine which files are travel vouchers and which are not. The contractor will provide programming services to process the designated travel voucher files. Programming will identify and disregard all files that are not travel vouchers. Contractor will parse out a minimum of 53 data fields and provide a pipe-delimited file for further processing by Integic Corporation. Data fields will exceed 53 depending on the number of file segments in Section 3, Expense Items in section 4 and the number5 of Accounting classifications. If additional software licensing is required, the contractor will obtain all the necessary licensing for DAPS and invoice DAPS accordingly. Ownership of any additional software licenses will transfer to DAPS upon payment of invoices. Contractor will provide all programming changes and updates in Windows/NT format. (vi) FAR 52.212-1 Instructions to offerors, Commercial, is incorporated by reference and applies to this acquisition. (vii) FAR 52.212-2 Evaluation, Commercial Items (Oct 1995) is incorporated by reference and applies to this acquisition. (viii) ADDENDUM 52.212-2 Para (a) Award will be based on the greatest percentage of return to the government. (ix) Offerors shall include a complete copy of the provisions at FAR 52-212-3, Offeror Representations and Certifications, Commercial Items (Oct 1995) with its offer. (x) FAR 52.212-4 Contract Terms and Conditions, Commercial items (Oct 1995) is incorporated by reference and applies to this acquisition and resulting contract. The resulting contract will be a firm fixed price (FFP). (xi) FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Oct 1995) is incorporated in this contract by reference. (xii) CBD numbered Note 22.
