Description
Indefinite Delivery Architect/Engineer Services for the Puerto Rico Air National Guard Base, Carolina, Puerto Rico. All interested parties are encouraged to participate and submit the firms 254 & 255. This procurement is solicited as "unrestricted" as per DFARs 219.502-1. The awarded contract will be a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity Contract with an estimated start date of August 2001. Services include but are not limited to: Type A Services (investigative, studies, surveys, etc.) Type B Services (actual design of facilities) and Type C Services (supervision of construction). The selected firm shall have on-line access to E-mail via the internet. All drawings will be submitted in an AutoCAD compatible format. The version of AutoCAD will be determined by the Base Civil Engineer. Possible projects include: Replace Receiving, Parking, and Crating; Aircraft Under-wing Rinse Facility; Upgrade Energy Monitoring Control System; Demolition Aircraft Arresting System; and Alter Access to Parking Apron. The Awarded A-E firm will not be eligible to bid on the projects designed under this contract. The contract will be awarded for one year period from the date of the initial contract award, and will include two, one-year, option periods. Individual delivery orders shall not exceed $150,000 with a minimum guarantee of $5,000 on the entire contract to include the option periods. The total of all orders, including option periods, shall not exceed $500,000. The Basic agreement may be used by both Puerto Rico Army and Air National Guard contracting offices to support design projects. At the sole option of the Contracting Officer, this agreement may also be used by other National Guard Contracting Offices, and other Federal agencies within the region with the appropriate designations with the appropriate regulatory authority. The specific evaluation factors in the order of importance, include: (1) Professional Qualifications, (2) Specialized Experience, (3) Capacity to Accomplish Work, (4) Past Performance, (5) Location and (6) Demonstrated success in prescribing the use of recovered materials, Waste reduction & Energy. Architect Engineer firms that meet these requirements are invited to submit one completed copy of Standard Form (SF) 254 and 255, U.S. Government Architect-Engineer Qualifications, to the Base Civil Engineer by 4:00 P.M. 10 April 2001 EST. The qualification statements should clearly indentify the office location where the work will be performed and, the qualifications of the individuals anticipated to work on the contract and their geographical location. Firms are also required to list their size status on the Standard Form 255. The North American Industry Classification System Code are 5413310- Architectural & 541330- Engineering services, The small business threshold for both are $4,000,000.
