- Description
- The Federal Railroad Administration (FRA) intends to negotiate on a sole source basis with the Association of American Railroads (AAR) and its wholly owned subsidiary, Transportation Technology Center, Inc. (TTCI) for the award of Modification No. 17 to Task Order No. 103 under contract DTFR53-93-C-00001. The AAR/TTCI is the facility management contractor at the FRA's Transportation Technology Center (TTC) in Pueblo, Colorado. The anticipated work is a continuation of Phase V of the ongoing FAST/HAL program which began in 1988 as a jointly funded industry/Government project involving experiments designed to provide data useful in defining safety and economic considerations of increased railcar axle loads by measuring degradation of track strucures and rolling stock components. This continuation of Phase V testing will incorporate the use of some fiberglass fabric wrapped solid-sawn wood railroad ties while quantifying the effects on the safety and efficiency of railroad operations when operating 315,000 pound cars over non-lubricated rails. The testing will be conducted on the 2.7 mile High-Tonnage Loop track located at the 52-square mile TTC facility. This continued work will be jointly funded by FRA and the AAR/TTCI. The TTC is managed and operated by TTCI for the U.S. Department of Transportation and is the only known facility with the unique cabability and circumstances suitable for conducting a continuatin of this hnighly specialized and potentially hazardous work safely away from revenue service railroad lines.
