Description

Naval Surface Warfare Center, Port Hueneme Division, Louisville Detachment the In-Service Engineering Agent for Major, Medium and Minor Caliber Naval Gun Systems, PHALANX Close-In-Weapon System and responsible for the planning and introduction of new gun weapon systems and technology into the Fleet is issuing this source sought synopsis for engineering, manufacturing, program and operational support services. This synopsis clarifies the previous sources sought synopsis of 30 October 2000 to clearly state the requirement of a top secret facility/personnel security clearance with Sensitive Compartmented Information (SCI) at time of award. The purpose of this sources sought synopsis is to assist the contracting officer in making a determination whether this effort should be a small business set aside. Services are to be provided in support of these specific task areas: Production Engineering; Maintenance Support Functions; Logistics Engineering; Reliability, Maintainability, Availability and Quality Assurance Engineering; System Integration and Interoperability; Design Functions; Test and Evaluation Functions; Acquisition Support; FMS Support; Program Support; Manufacturing Support; Operational Support; and Security and Communication Services. Contract performance will be at the Navy facility in Louisville, KY. The proposed NAICS is 541330 and the size standard is $20 million dollars. All small businesses that have or can obtain a top secret/SCI facility/personnel security clearance (National Industrial Security Program Operating Manual (NISPOM) DoD 5220.22-M) and the necessary access to SCI (in accordance with DoD 5105.21-M-1 Administrative Security Manual for Sensitive Compartmented Information) by the projected award date of 1 October 2001 and feel they have the capability to perform these services on naval gun systems are invited to submit appropriate documentation, references, technical capability statement and other appropriate documentation to support their experience and capabilities to meet or exceed the stated requirements. Responses must contain the following information: 1) Name and address, include fax number, email address and point of contact; 2) Evidence that company holds a top secret/SCI facility/personnel security clearance; 3) Technical capabilities (to include principal services and/or core technology/expertise; 4) Evidence to show that the company presently has the resources to perform the required services; 5) Present and past experience in performing the above services on naval guns systems (to include references). Responses will be evaluated on an acceptable/unacceptable basis. Responses from companies not holding a top-secret/SCI facility/personnel security clearance or demonstrating the ability to obtain a top-secret/SCI facility/personnel security clearance by the projected award date of 1 October 2001 will be considered unacceptable. Defense Security Service and other government agencies will be used to verify security clearances. This synopsis is for information and planning purposes only. This announcement does not constitute a solicitation nor should it be construed as a request for proposal. The Government does not intend to award a contract on the basis of this sources sought synopsis. Availability of any formal solicitation will be announced separately.
