Description

Pre-Solicitation Notice for Solicitation No. 01SI101468 is currently available. Acquisition of these services will be accomplished using the Two-Step Sealed Bidding procedure. In the first step, offerors will submit technical proposals which include a technical plan for construction, descriptions of equipment, and experience for work such as that specified. The technical proposal shall not include prices or pricing information. In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award, and each bid in the second step must be based on the bidder's own technical proposal. Offeror's should submit proposals that are acceptable without additional explanation or information as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted and may proceed without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to unsuccessful offerors upon completion of the proposal evaluation and final determination of unacceptability. Step one of this solicitation will be issued on or about March 26, 2001. Estimated price range of the work is more than $10,000,000. The work to be performed is located at Wickiup Dam, 40 miles southwest of Bend, Oregon in Deschutes County. The proposed repair work includes diversion and care of collection channel flows during construction; removal of water from excavations and foundations; constructing jet grout columns; constructing a training dike; excavating existing dam embankment and foundation. The work also requires excavating for drainage collection pipe trench and toe drain trenches; furnishing and placing processed filter material; furnishing and placing pit-run filter material; furnishing and placing drain material; furnishing and placing miscellaneous fill; furnishing and placing bedding for slope protection; furnishing and placing slope protection; and furnishing and placing grouted riprap. The work also includes the abandonment of existing instrumentation; furnish and lay HDPE drainage collection pipe consisting of 60-inch diameter, 48-inch diameter, and 42-inch diameter perforated sections: furnish and installing downstream concrete flared end sections; furnish and lay concrete T-sections; furnish and lay 12-inch diameter perforated and nonperforated corrugated polyethylene toe drain pipes; constructing composite manhole inspection well; furnishing and installing flumes; constructing composite inspection well vault; furnishing and placing gravel surfacing; placing topsoil; furnishing and handling cementitious materials; furnishing and placing concrete pads for inspection wells; and constructing precast concrete manholes. The anticipated period of performance for this work is July 2001 through November 2003.
