Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for lawn maintenance services. The work is to be performed at Blue Marsh Lake facilities located in Leesport, Pennslyvania. The period of performance is to commence on or about 1 April 2001 through 31 March 2002 with four (4) option years. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. THE TECHNICAL SECTION OF THE PROPOSAL IS THE MOST IMPORTANT AND WILL BE HEAVILY WEIGHTED OVER COST. AWARD OF A CONTRACT WILL NOT BE BASED SOLELY ON A LOWEST COST BASIS. Offerors shall submit their proposals in two separate parts; a cost proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors listed in descending order of importance (The subfactors within each factor are listed in descending order of importance with the exception of A. Managerial/Organizational Capability in which subfactors 1 and 2 are of equal value and weighted more than subfactors 3 and 4 which are of equal value.): A. MANAGERIAL/ORGANIZATIONAL CAPABILITY -- 1. Demonstration of ability to respond quickly to Park Manager's concerns and inquiries, and contractor's ability to communicate with Park Manager on a regular basis throughout the term of the contract. 2. Demonstration that adequate supervision, staff, and employee resources will be allocated to satisfactorily perform required services. 3. Presentation of accident prevention plans for completion of lawn maintenance requirements for Lots I and II of the contract. 4. Demonstration, through documented history, of the ability to complete past lawn mowing and maintenance services in a timely, successful manner. B. PAST PERFORMANCE -- 1. Demonstration of at least three (3) years of experience in the lawn maintenance of public parks or recreation areas. Provide a reference of previous accounts. 2. Demonstration of at least three (3) years of experience in providing general lawn maintenance services. Provide a reference of previous accounts. C. EQUIPMENT CAPABILITIES -- 1. Degree to which the contractor has the equipment capabilities to perform lawn maintenance serves to meet contract requirements for Lots I and II. D. QUALIFICATIONS OF STAFF/PERSONNEL -- 1. Degree to which the contractor has employees that will be providing services for this contract that have experience in lawn maintenance of public parks or recreation areas. 2. Degree to which the contractor has employees that will be providing services for this contract that have general lawn maintenance services. E. QUALITY OF TECHNICAL PROPOSAL -- 1. Degree to which the offeror has satisfied the requirements within the Technical Proposal which includes a plan for meeting specifications. Solicitation Number DACW61-01-R-0007 will be issued on or about 28 February 2001 with a closing date of 28 March 2001 at 1300 hours. The North Atlantic Industrial Classification (NAIC) for this procurement is 561730 with a size standard of $5 million. This procurement is a 100% set-aside for small business.
