- Date for receipt of proposals: 2PM Tuesday, May 01, 2001 Proposals are requested to develop and deliver a training course on the subject of Managing the Environmental Process for Federal Transit Projects, consisting of twenty (20) hours of actual instruction. This course, aimed at experienced transportation planning and environmental practitioners, will build on the National Highway Institute's introductory course (NHI course #142005) on the National Environmental Policy Act (NEPA). The NHI introductory course covers the basic NEPA concepts in the statute itself and in the implementing regulations of the Council on Environmental Quality (CEQ). This course will assume the participant's basic familiarity with NEPA. It will focus on the management of the NEPA process as well as other environmental laws, regulations and policies that affect Federally assisted transit programs. The contract will require the development of a participant manual, instructor's guide, and presentation aids for the delivery of each multi-day course offering up to forty (40) times during the five-year contract period as well as two short electronic presentations, one for higher level officials involved in transportation decision-making and the second for people new to the process. NTI will require proposers to have experience in conducting environmental analyses for proposed transportation investments as well as experience in developing and delivering related training courses for professionals.
