- Synopsis No. DAAH01-01-R-0159. Tube Launched Optically Tracked Wire Guided (TOW) Improved Target Acquisition System, Contractor Logistics Support Requirement. The U.S. Army is contemplating a sole source procurement of the TOW ITAS CLS Requirement from Raytheon Systems Company, McKinney, TX. The requirement consists of providing all support above U.S. Army unit level repair, maintenance, and supply. The contractor shall provide all inventory management, supply support, repair parts, and depot level maintenance. Depot level maintenance shall be performed by the contractor at repair facilities collocated with the unit and within the contractor's TOW ITAS production facility. The TOW ITAS CLS effort includes only TOW ITAS peculiar components and excludes the TOW ITAS tripod, launch tube, and HMMWV. The basic requirement will be for one year's performance plus annual options for four additional years' performance. The TOW ITAS CLS Requirement will contain or require access to both classified and unclassified data, and data whose export is restricted by the Arms Export Contract Act (Title 22, U.S.C. Sec 2751 et seq) or the Export Administration Act (Title 50, U.S.C. App 2401-2402). Foreign industry may participate at the subcontractor level in relation to the TOW ITAS prime contract, RSC. Subcontracting opportunities must be arranged between the prime and any potential subcontractors. Foreign industry and/or non-U.S. citizens desiring a copy of the releasable portion of the solicitation must submit an official request through their respective embassy, Washington D.C. to HQDA, ATTN: DAMI-POC. Foreign-owned, controlled, or influenced (FOCI) entities desiring a copy of the releasable portions of The TOW ITAS CLS Requirement Must submit an official request to the U.S. Army Aviation and Missile Command, ATTN: AMSAM-SI-SD, Redstone Arsenal, AL 35898; however, release is not guaranteed. Requests from foreign industry and /or FOCI entities received by any other means will not be honored. Release date for this requirement is April 2001.
