Description

The Naval Air Systems Command intends to contract with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of the Boeing Company, for the integration of the Multifunctional Information Distribution System (MIDS) Compatible Identification Friend or FOE (IFF) Transponder into F/A-18C/D aircraft. As the sole designer, developer and manufacturer of the F/A-18 aircraft, only MDC has the requisite knowledge, experience, and technical data required to successfully complete the integration without causing unacceptable delays in meeting the Navy's operational requirements and without substantial duplication of cost to the Government. Furthermore, only MDC has the F/A-18 peculiar engineering data and expertise, facilities, and test equipment to provide the Government's minimum needs in a timely manner.
