Description
This acquisition is for repair of 118 EA Countermeasure Receivers, NSN 5865-01-211-9086EW, P/N: 917908-803; 74 EA CCAs, NSN 5998-01-211-3991EW, P/N: 812474-802; AND 83 EA Countermeasure Receivers, NSN 5865-01-211-2336EW, P/N: 917909-803 Appl to the AN/ALQ 128 used on the F-15 Aircraft. To: Raytheon Systems Company, 1010 Production Road, Fort Wayne IN 46808-4106. Electronic procedure will be used for this solicitation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All potential offerors should contact the buyer/PCO, Sandra Womack, WR-ALC/LNKB, (478)926-3018 OR Fax (478)926-7214, identified above for additional information and or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document.
