Description

The Department of the Navy, Space and Naval Warfare Systems Center -- San Diego (SPAWARSYSCEN SAN DIEGO) intends to solicit and award a combination of a Firm Fixed Price and a Cost Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity type contract to Mackay Communications Inc., 9126 Galveston Avenue, Jacksonville, Florida 32211-8063, on a sole source basis, for INMARSAT B Equipment and to provide system upgrades and life cycle support for Commercial Satellite Communication Systems including the International Maritime Satellite (INMARSAT) program. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22. The applicable North American Industry Classification System (NAICS) Code is 421690, and the size standard is 500.
